Overview

Municipal Team Leader – Round Rock, Texas. Garver is seeking a Transportation Team Leader to join our growing team to build and oversee a dynamic portfolio of municipal transportation projects across Central and South Texas. In this role, you will be responsible for the operational and strategic direction of a highly talented team, including profitable growth, client development, and project delivery. The leader must balance team, project, and client management with business development, and be a capable doer/seller who can oversee multiple priorities.

Responsibilities
  • Lead business development activities including direct client interaction and engagement
  • Develop a strategic business plan and oversee the hiring of a team to execute the plan
  • Procure, manage, and execute municipal transportation projects for Garver
  • Project management, sub-consultant coordination, project/task scheduling, contract scope and fee development/negotiations, managing design team members, civil design, plan production oversight, preparing cost estimates, client management and interaction, business development
  • Provide technical competence to serve as a project leader and technical advisor on municipal transportation projects
  • Participate in marketing activities such as responses to requests for proposals and requests for qualifications, interviews, and other presentations
  • Foster collaboration between design teams and specialized service providers
Minimum Requirements
  • Bachelor's degree in civil engineering from an ABET-accredited program
  • Licensed as a Professional Engineer (PE) in the state of Texas
  • 10+ years of experience winning and managing diverse municipal transportation projects with a successful track record of delivery on large-scale projects for various municipalities (South and Central Texas preferred)
  • Practical working knowledge of AASHTO Green Book, Roadside Design Guide, Highway Capacity Manual (HCM), and MUTCD, as well as other industry-standard design manuals and processes
  • Experience with AutoCAD Civil 3D, MicroStation, Geopak, OpenRoads Designer, and/or other roadway design software
  • Strong written and verbal communication skills
  • Strong working knowledge of MS Office
The ideal candidate must have
  • Team leadership skills to recruit, develop, mentor, and oversee a highly motivated team; interface and workload balance with other regional teams; and be accountable to senior management for team portfolio performance
  • Project management skills to prepare scope of work and level-of-effort estimates for contract proposals; lead and manage a team for successful execution of contracted scope, budget, and schedule
  • Technical experience in roadway design, drainage design (closed and open systems), construction sequencing and traffic control, and utility relocation coordination
  • 10+ years of team management experience, including experience leading municipal and transportation projects
  • Strong business development skills and previous experience with project and client management
Preferred Skills
  • Previous experience in consulting engineering with a primary focus on municipal transportation projects
  • Experience with AutoCAD Civil 3D and/or Bentley OpenRoads Designer
  • 3D modeling experience
