Job description

Municipal Services Civil Engineer/Project Manager
Municipal Services Civil Engineer/Project Manager
Municipal Civil Engineering –
Own the Relationship. Shape the Community.
Be the municipal engineer that cities count on.

You’re not looking to just “run projects.” You want to own the relationship, guide the vision, and be the trusted municipal engineer for growing communities.

In this role, you’ll lead municipal civil projects that directly impact how people live, move, and work in the greater Appleton area and beyond. You’ll be the go‑to contact for client communities while you drive strategy, budgets, and delivery.

You’ll write and win proposals, grow a book of business, and tap into a diverse internal team and sub‑consultants to deliver results.

This is where your municipal experience turns into influence.

If you’ve led civil engineering projects and are ready to be the face of the firm to municipal clients, we want to talk to you.

What You’ll Work On

You’ll lead municipal civil engineering efforts that keep communities growing and infrastructure moving:

  • Municipal infrastructure projects for client communities
  • Project scopes, budgets, schedules, and delivery plans
  • Proposal development and pursuit strategies
  • Client relationship management in the Greater Appleton area
  • Coordination with internal civil staff and sub‑consultants
  • Market growth and business development for municipal services
  • Municipal engineering support as the designated engineer for assigned communities
  • Multi‑disciplinary collaboration with civil and structural engineering and land surveying teams

Proficiency with tools like AutoCAD Civil 3D and hydrology and hydraulic software is preferred and will support your success in this role.

This is your chance to be both the technical leader and the trusted municipal advisor.

What You’ll Be Doing
  • Writing proposals that clearly define scope, value, and approach
  • Winning new municipal work and contributing to market share growth
  • Setting and maintaining project budgets across multiple engagements
  • Overseeing projects from concept through completion
  • Serving as the main point of contact for municipal clients
  • Coordinating effectively with internal team members and sub‑consultants
  • Leveraging the firm’s diverse staff to expand a client base in the Greater Appleton area
  • Representing the firm as Municipal Engineer to assigned communities
  • Balancing business development responsibilities with project delivery
  • Identifying opportunities to deepen and broaden municipal client relationships
  • Handling additional responsibilities and related duties as assigned
What We’re Looking For
  • Bachelor of Science in Civil Engineering from a U.S.-accredited college or university
  • Professional Engineer (P.E.) registration in Wisconsin
  • Minimum 8 years of progressive experience in all aspects of civil engineering
  • At least 2 years of experience as a project manager or in manager-level responsibilities
  • Applicable U.S.-based civil engineering work experience
  • Proficiency with AutoCAD Civil 3D preferred
  • Experience with hydrology and hydraulic software preferred
  • Proven ability to interface directly with municipal clients
The Experience That Will Really Get Our Attention

You’ve been the person city leaders call first – the one who can talk budget, phasing, and long‑term planning in the same conversation. You’re comfortable in front of councils and committees, and just as comfortable in the details of civil design and project delivery.

The standout candidate has a strong track record winning municipal work, managing complex civil projects, and serving as the designated municipal engineer for one or more communities.

Why This Opportunity?

You’ll step into a visible, relationship-driven role where your decisions shape real communities and your name is known by the clients you serve.

You’ll have the backing of a multi-disciplinary engineering and land surveying team, plus room to grow your own client base and influence in the Greater Appleton market.

And you’ll do it within a people-oriented culture that supports work‑life balance, offers flexible hybrid and potential fully remote options, and invests heavily in your professional development with mentoring, training, paid memberships, and conference support.

Compensation is highly competitive and reinforced by a comprehensive benefits package, generous PTO and holidays, 401K with strong company match, and support for licensure and certifications.

Bachelor’s degree in Civil Engineering from a U.S.-accredited institution is required.

Wisconsin Professional Engineer (P.E.) registration is required.

Minimum 8 years of progressive civil engineering experience, including at least 2 years in a project manager or manager-level role, is required.

Applicable U.S.-based work experience is required.

Hybrid home/office work environment; position has potential to be fully remote.
