Qualifications

  • Bachelor's degree in Civil Engineering or closely related field.
  • NJ P.E. license is required.
  • 5+ years of civil or municipal engineering experience, preferably in NJ.
  • Strong knowledge of infrastructure, stormwater, drainage, roadway design.
  • Familiarity with NJ land use procedures and NJDEP requirements.
  • Experience reviewing plans, reports, and development applications.

Responsibilities

  • Serve as the Township's engineering advisor on infrastructure and capital projects.
  • Review land development applications for compliance with ordinances and standards.
  • Review road, drainage, utility, and stormwater plans.
  • Provide technical assistance to boards and municipal departments.

  • Coordinate with NJDEP, county and utility providers as needed.

Job description

Seeking an Municipal Engineer to provide professional engineering services and technical support for municipal infrastructure, land development, capital improvement projects, stormwater management, roadway improvements, and public works initiatives.

The Municipal Engineer will work closely with Township administration, Planning and Zoning Boards, Public Works, contractors, consultants, developers, residents, and regulatory agencies to ensure that municipal projects and development activities comply with applicable Township ordinances, engineering standards, and State of New Jersey requirements.

Key Responsibilities
  • Serve as the Township's engineering advisor on municipal infrastructure and capital improvement projects.
  • Review subdivision, site plan, variance, and other land development applications for compliance with Township ordinances and applicable engineering standards.
  • Review roadway, drainage, utility, grading, stormwater, erosion and sediment control, and other civil engineering plans.
  • Provide technical assistance to the Planning Board, Zoning Board of Adjustment, Township Committee, and municipal departments.
  • Prepare engineering reports, technical memoranda, cost estimates, bid documents, specifications, and recommendations.
  • Oversee and inspect municipal construction projects to ensure compliance with approved plans, specifications, and contract requirements.
  • Evaluate roadway conditions and assist with road resurfacing, rehabilitation, drainage, and infrastructure improvement programs.
  • Review and administer stormwater management requirements in accordance with New Jersey regulations and applicable municipal ordinances.
  • Review drainage systems, detention and retention facilities, sanitary sewer systems, water infrastructure, and other public improvements.
  • Coordinate with the New Jersey Department of Environmental Protection (NJDEP), Monmouth County, utility providers, and other regulatory agencies as required.
  • Review developer-installed infrastructure and provide recommendations regarding performance guarantees, inspections, bonds, and acceptance of public improvements.
  • Respond to engineering-related inquiries and provide clear technical guidance to municipal officials, applicants, contractors, and residents.
  • Assist with preparation and administration of municipal capital improvement programs.
  • Review contractor pay applications, change orders, project schedules, and closeout documentation.
  • Assist with preparation of grant applications and supporting engineering documentation for infrastructure projects.
  • Maintain accurate engineering records, project files, plans, permits, inspection reports, and correspondence.
  • Perform field inspections and site visits as necessary.
Required Qualifications
  • Bachelor's degree in Civil Engineering, or a closely related engineering discipline.
  • Minimum of 5 years of progressively responsible civil or municipal engineering experience, preferably with experience working for or with a New Jersey municipality.
  • Professional Engineer (P.E.) license in the State of New Jersey
  • Strong knowledge of municipal infrastructure, land development, stormwater management, drainage, roadway design, and construction practices.
  • Familiarity with New Jersey municipal land use procedures and applicable NJDEP requirements.
  • Experience reviewing engineering plans, specifications, reports, and development applications.
  • Ability to interpret municipal ordinances, engineering standards, construction documents, and regulatory requirements.
  • Strong written, verbal, analytical, and organizational skills.
  • Ability to manage multiple projects and priorities while meeting municipal deadlines.
  • Proficiency with Microsoft Office and engineering/CAD software; experience with AutoCAD and/or Civil 3D preferred.
