About the Unit
The Transportation Planning Specialist works in the Colorado Department of Transportation's (CDOT's) Main Streets and Active Transportation section of the Multimodal Planning Branch within the Division of Transportation Development (DTD). The Main Streets and Active Transportation section addresses active modes of transportation as part of the transportation planning process to equitably move people, reduce emissions, and improve quality of life. This section also exists to help communities across the state implement transportation-related projects that improve safety and yield long-term benefits to community main streets.

About the Position
This part-time position administers multimodal grants, performs bicycle and pedestrian planning, and provides other project assistance as needed.

Your duties and responsibilitieswill include, but are not limited to, the following:

  • Provide Grant and Contract Management by:
    • Administering, tracking and monitoring state and federal funding programs, such as the Congestion Mitigation and Air Quality Improvement Program (CMAQ), Transportation Alternatives Program (TAP), Nonattainment Area Air Pollution Mitigation Enterprise (NAAPME), the Revitalizing Main Streets Grant Program (RMS), and Colorado Safe Routes to School (SRTS).
    • Trackinggrant processes to ensure swift execution of contracts.
    • Independently reviewing and approving reimbursement requests, procurement requests, grant closeout requests, and disposition requests, learning to use OnBase or other software to complete these tasks.
    • Utilizing knowledge of applicable regulations and requirements to provide technical assistance and guidance to grant applicants and awardees.
    • Participating in planning meetings, grant project meetings, committee review meetings, and site visits as necessary.

  • Work as part of a team to carry out activities as defined in the Bicycle and Pedestrian federally approved annual work program for DTD which include:
    • Analyzing bicycle and pedestrian infrastructure across the state.
    • Implementing and monitoring the CDOT Bicycle and Pedestrian Policy and Procedural Directive (PD 1602.1).
  • Monitor the Multimodal Program by making recommendations for locations of active transportation counters, analyzing counter data, and analyzing big data for planning, such as Streetlight data.
  • Attend planning meetings, such as Metropolitan Planning Organization and Transportation Planning Region meetings, as assigned.
  • Provide strategic communications, including developing fact sheets, web content, statewide newsletters, press releases, and presentations.
  • Work closely with the CDOT Office of Communications in crafting message points and outreach plans to seek public and stakeholder input and share progress, particularly as key planning documents result in projects.

  • Provide project special project assistance and leadership by:
    • Researching state-of-the-practice data analysis for transportation policy, public engagement, technology, and economic activities and developing methodologies for implementation.
    • Developing surveys on multimodal transportation and grants, analyzing results and making recommendations based on results.
    • Developing communication tools based on results of data analyses for a wide variety of audiences.
    • Providingassistance to external customers (municipal and county planning staff and elected officials) by attending stakeholder meetings, taking notes, and answering questions.
    • Working with the Main Streets and Active Transportation Section team on strategic initiatives as defined in the federally approved annual work program for DTD.
  • Other duties as assigned.

Work Environment

  • Daytime work hours, Monday-Friday.
  • It is anticipated that this position will work 28-32 hours per week.
  • Opportunity to work from home 4 days a week after training is completed.
  • Occasional travel during the work day 5 times per year for meetings or trainings throughout Metro Denver.
  • Driving required to conduct site visits in communities across the state.
  • Overnight travel approximately 2-4 work days per year throughout Colorado to attend site visits, planning meetings, and trainings.
  • Required to drive CDOT vehicles.

Experience only
Must total six years and include:

  • Four years of experience in land use; environmental, urban, city, regional, rural, transportation or transit planning; business administration; communications; environmental sciences; geography; public administration; political science, sociology or another field closely related to the major duties of this position
  • AND two years of full-time or equivalent professional work experience in land use; environmental, urban, city, regional, rural, transportation or transit planning

OR

A combination of education and experience totaling six years

  • Education from an accredited college or university in land use; environmental, urban, city, regional, rural, transportation or transit planning; business administration; communications; environmental sciences; geography; public administration; political science, sociology or another field of study closely related to the major duties of this position will be considered.
  • Professional work experience in land use; environmental, urban, city, regional, rural, transportation or transit planning

  • Ability to work effectively in both independent and team situations;
  • Fluency in Microsoft Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, Google Applications, Gmail, SAP, OnBase, and the ability to quickly learn other software systems.
