The Multimodal Planner supports the Palm Beach Transportation Planning Agency (TPA)’s mission to plan, prioritize, and fund the transportation system. The position’s primary responsibilities include supporting the development and implementation of the TPA’s pedestrian, bicycle, and transit plans, programs, and projects. Additional responsibilities include the completion of deliverables under the Commission for Transportation Disadvantaged (CTD) planning grant, serving as the Transportation Disadvantaged Coordinating Board (TD LCB) liaison, updating the Transportation Disadvantaged Service Plan (TDSP), performing annual Community Transportation Coordinator (CTC) evaluations, and other related tasks. Work is performed with moderate independence under the supervision of the Deputy Director of Multimodal.
- Administer and serve as the staff liaison to the TD LCB
- Assist with identifying transportation projects for implementation in the TPA’s funding programs
- Maintain the status of multimodal projects, funding, and other project details in a database
- Contribute to the development and implementation of the TPA’s Vision Zero Action Plan and the pedestrian, bicycle, and transit components of the Long Range Transportation Plan (LRTP)
- Collaborate with consultants, partner agencies, stakeholders, and the public in transportation planning
- Complete TD planning grant deliverables, including updates to the Transportation Disadvantaged Service Plan (TDSP), monitoring and evaluating the TD paratransit system, reviewing applications for FTA Section 5310 funding, performing CTC Evaluations, preparing quarterly reports, and related tasks
- Create and design maps, data visualizations, graphics, and documents using the ESRI Suite, Microsoft Office Suite, and/or Adobe Creative Suite
- Evaluate transportation projects through Environmental Review Comment (ERC) and Multimodal Scoping Checklist (MMSC) Reviews for inclusion of non-motorized infrastructure and safety modifications
- Maintain and analyze multimodal transportation data using the ESRI Suite
- Participate in multimodal corridor and transportation/land use planning studies and field reviews
- Participate in partner agency committees
- Engage in public outreach and educational activities to share information and gather input
- Prepare and occasionally present at TPA meetings and to outside agencies and the public
- Provide transportation planning technical assistance to local governments and partner agencies
- Support local transit planning activities, including updates to Transit Development Plans (TDPs)
- Support the administration and monitoring of the Transportation Alternatives (TA) Program
- Assist in the review, selection, and implementation of pedestrian, bicycle, and transit projects funded through the TPA’s List of Priority Projects (LOPP) and Transportation Improvement Program (TIP)
- Support Vision Zero, Safe Routes to Schools, and other pedestrian, bicycle, and driver safety initiatives
- Perform other duties as assigned to meet agency needs.
Education and Experience
- The Planner I position requires a master’s degree with no professional planning experience or a bachelor’s degree with at least one year of professional planning experience. Degree must be in urban planning, architecture, public policy, or a related field.
- The Planner II position requires a master’s degree with one year of professional planning experience or a bachelor’s degree with three years of professional planning experience. Degree must be in urban planning, architecture, public policy, or a related field.
- GIS experience analyzing transportation data and producing maps is required.
- Experience working with a Metropolitan Planning Organization (MPO) is preferred.
- American Institute of Certified Planners (AICP) certification is preferred.
Certificates, Licenses, Registrations
Must have or obtain a valid Florida Driver's License and maintain a clean driving record.

- Complete Streets, Vision Zero, Safe Routes to School, and similar planning initiatives.
- Local government comprehensive planning requirements relating to transportation.
- Local pedestrian, bicycle, and transit network.

- Florida’s transportation planning process and programs.
