Job description

Introduction

LOCATION OF POSITION: MSP - Frederick Barrack, 110 Airport Dr. East, Frederick, MD 21701

Main Purpose of Job: To provide guidance and supervision of the communications center at a Maryland State Police Barrack. The work involves close, general and moderate supervision of MSPED employees that are providing services to law enforcement personnel and other authorized agencies. Maintaining and establishing officer-safety protocols by monitoring police radio transmissions and utilization of all technologically advanced computerized communications equipment.

POSITION DUTIES:

  1. Provide initial training to new entry level Maryland State Police (MSP) Emergency Dispatcher Trainees, I, II, & III, and continuous education training to experienced full-performance MSPEDs who are responsible for monitoring and communicating with MSP and other public safety personnel via two-way multi-channel radios and maintaining required documentation of same.
  2. Knowledge and experience of the Computer-Aided-Dispatch (CAD) system for ensuring that all pertinent information is being gathered and entered correctly into the Emergency Police Dispatch (EPD) program and dispatched under appropriate protocol.
  3. Assurance and compliance management of the Quality Assurance (Proqa) program.
  4. Review all METERS/NCIC validation entries to ensure accuracy, completeness, timeliness and compliance affiliations.
  5. Prepare and maintain work and leave schedules for MSPEDs.
  6. Maintain related filing system in the Communications Centers.
  7. Review Detainer/Open warrant files monthly to ensure wanted persons remain incarcerated.
  8. Perform other related duties.

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of experience as an Emergency Dispatcher and the successful completion of the MSP training Program and Communications Training Officer program.

DESIRED OR PREFERRED QUALIFICATIONS: Preference will be given to applicants who possess the following preferred qualifications. It is important that you include clear and specific information on your application regarding your qualifications:
• Experience maintaining detainer/open warrant files
• Experience managing teams and training others

LICENSES, REGISTRATIONS AND CERTIFICATIONS:

  1. Employees in this classification must be certified as a Communications Training Officer (CTO).
  2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS:

  1. Applicants for positions in this classification will be subject to an extensive background investigation prior to appointment.
  2. Employees in this classification will be required to provide the employing barrack with a telephone number where they can be reached.
  3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS: Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees. The list will be valid for one year.

EXAMINATION PROCESS: The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.
