Job Title: MS Dynamics 365 Developer - Power Platform
Duration:3 months (Contract W2)
Location: Salem, OR (Remote)


Key Skills: Microsoft Dynamics 365 (Customer Service, Model-Driven Apps), Power Automate (Workflow Automation & Document Generation), Power Apps Portals, .NET (C#) for Backend Integration, Dataverse Optimization and Data Offloading (e.g., Azure SQL, Data Factory).

Position Summary
Client is seeking an experienced Microsoft Dynamics 365 Developer with a strong background in Power Platform, .NET, and Dataverse optimization. The consultant will lead and support a range of digital modernization initiatives, including program closure, grant application updates, public engagement system upgrades, internal process automation, and cost-effective data storage solutions.

1. Grid Resilience Grant Application & Wildfire Program Closure
Objectives:
  • Sunset the existing Wildfire application
  • Enhance the Dynamics-based application for managing the Grid Resilience Grant lifecycle
Tasks:
  • Conduct stakeholder workshops to define workflows, approval processes, and reporting
  • Build or update the application using Dynamics 365 (Model-Driven Apps)
  • Integrate Power Automate for notifications and document generation (e.g., contracts, award letters)
  • Leverage tools like DocumentsCorePack or Adobe PDF Services
Deliverables:
  • Functional application for Grid Grant management
  • Decommissioned Wildfire Program application
  • Test plans, user training guides, and validation checklists

2. Employee Onboarding Automation
Objectives:
  • Complete and enhance the automation of the onboarding process
Tasks:
  • Review current implementation and propose improvements
  • Implement form auto-fill, PDF generation, and meeting scheduling
  • Ensure form output matches agency HR templates
Deliverables:
  • Finalized automation workflows
  • Admin training documentation
  • Exportable PDF forms (e.g., Emergency Contact, LD Forms)

3. Public Comments Portal Modernization
Objectives:
  • Optimize usability, performance, and accessibility of the Power Apps Portals-based site
Tasks:
  • Review portal structure, authentication, and backend
  • Improve UI/UX, spam filters, and accessibility
  • Ensure structured data availability for internal tools
Deliverables:
  • Technical assessment report
  • Revised portal with improved workflows
  • Updated end-user guidance documentation

4. IT Help Desk Case Management Enhancements
Objectives:
  • Improve case intake and workflow for the Dynamics 365-based Help Desk system
Tasks:
  • Redesign intake forms (web and email-to-case)
  • Enhance categorization and ticket prioritization
  • Build dashboards for IT staff monitoring
Deliverables:
  • Updated application and workflows
  • Dashboards and reporting views

5. Dataverse Storage Optimization & Data Offloading
Objectives:
  • Reduce long-term Dataverse storage costs through review and offloading
Tasks:
  • Analyze current storage usage
  • Identify offloading opportunities (e.g., Azure SQL, on-prem)
  • Develop automation for periodic extraction and archiving
Deliverables:
  • Storage cost analysis and architecture diagram
  • Automated export tools and scripts
  • Projected savings report

Required Qualifications
  • 5+ years of experience with Microsoft Dynamics 365 Customer Service and Model-Driven Apps
  • Deep knowledge of Power Automate and Power Platform integration
  • Hands-on experience with Power Apps Portals and Dataverse schema optimization
  • Proficiency in .NET (C#), RESTful APIs, and backend integration services
  • Strong skills in generating form-driven PDFs via automated workflows
  • Familiarity with data offloading tools such as Azure Data Factory, SQL Server, or similar

Preferred/Optional Skills
  • Experience with ALM pipelines and deployment strategies
  • Ability to mentor and conduct code reviews for ODOE developers
  • Expertise in Power Platform licensing and scalability strategy

Timeline & Reporting Structure
  • Kickoff: Within 1–2 weeks of contract signing
  • Reporting: Weekly progress check-ins with Energy Incentives Manager and CIO
  • Deliverables Submission: All deliverables must be shared via ODOE-managed repositories (e.g., SharePoint, Azure DevOps)
