Qualifications

  • Proficient computer skills in Microsoft Office Suite including Word, Excel, PowerPoint, and Outlook; familiarity with statistical software.

Responsibilities

  • Support the BSSS in establishment of the M&E system and strategy, including data-collection tools & data-analysis.
  • Support in collection of data and other information from relevant sources to prepare and submit periodic consolidated reports of monitoring activities of the Scheme.
  • Provide technical assistance in training related to M&E tool, process documentation and capturing case studies.
  • Develop a database for project performance indicators and maintain reporting data.
  • Track and analyze progress towards outputs of each Scheme component in line with the monitoring framework.
  • Flag potential risks or challenges from monitoring information.
  • Establish a forum to review reports before final approval by competent authority.
  • Review reports and provide assessment to the Supervisor.

Background

Pradhan Mantri Jan Arogya Yojna (PM-JAY), a health insurance scheme covering 100.74 million deprived families across the country, was launched by the Government of India in September 2018 with the twin objectives of providing financial protection from out-of-pocket expenditure on health events that have catastrophic consequences and improving access to quality secondary and tertiary hospitalisation services. The scheme is administered in 33 of the 37 states and Union Territories by the respective federal governments through a network of empanelled public and private providers. Eligible families have annual risk cover of Rs. 500,000 and can access a range of more than 1300 secondary and tertiary care procedures up to the annual sum insured / assured.

Bihar is one of the 33 states implementing PM-JAY since September 2018 and accounts for more than10 percent of the country’s total PM-JAY eligible population. A total of 10.8 million families (45 percent of Bihar’s total population) are covered under the scheme. Only two States Uttar Pradesh and West Bengal have higher number of PM-JAY beneficiaries than Bihar. Therefore, success of PM-JAY in achieving its overall objectives crucially hinges upon its successful implementation in Bihar.

Asian Development Research Institute (ADRI) is a Patna based research institute working in the area of social science research since 1991. The Centre for Health Policy (CHP) at ADRI has been set up to act as a policy think-tank for the Department of Health, Government of Bihar and also provides need-based systems strengthening support. One of its mandates includes providing technical and systems strengthening support to the Bihar Swasthya Suraksha Samiti (BSSS) for PM-JAY in Bihar.

Positions Overview

The primary objective of the project is to develop a roadmap for strengthening governance, management and implementation of PMJAY and build the capacity of the Bihar Swasthya Suraksha Samiti (BSSS) to effectively administer the scheme.

ADRI is looking for a committed, qualified and experienced candidate to join the PMJAY Technical Assistance team as 'Monitoring Officer' and work closely with the BSSS to achieve the mandate. The supervision and leadership will be provided by the senior leadership within the PM-JAY Technical Assistance team of CHP-ADRI at the state level.

Scope of Work

The Monitoring Officer Is Expected To Support BSSS’s Monitoring And Evaluation Team In Scheme-related Tasks More Specifically, The Tasks Shall Include

  • Support the BSSS in establishment of the M&E system and strategy, including data-collection tools & data-analysis.
  • Support in collection of data and other information from relevant sources to prepare and submit periodic consolidated reports of monitoring activities of the Scheme ((including Quarterly, half-yearly and annual progress reports).
  • To provide technical assistance to BSSS in training related to M&E tool, process documentation and capturing case studies etc.
  • Technical support in development of database for the project performance indicators, collection of appropriate data from the sources, and maintain the database and prepare reports to meet the reporting requirements of the Scheme;
  • Support in tracking and analysing the progress towards agreed outputs of each of the Scheme components in line with the monitoring framework;
  • Support in flagging potential risks or challenges emerging from monitoring information;
  • Support in establishing an appropriate forum to review the reports and studies before the final approval from competent authority;
  • Review the reports and studies and provide assessment to the Supervisor;
Data confidentiality

Prior to commencing work, the consultant will sign a data confidentiality agreement, committing him or her not to misuse the data obtained from BSSS or ADRI.

Qualification And Experience
  • Post-Graduation in Social sciences/Health Management or similar related discipline;
  • Minimum five years of work experience in M&E field at management in private or public sector;
  • Experience in conducting and managing monitoring and evaluation activities;
  • Proven experience in designing questionnaires and other data collection formats;
  • Experience in setting up computerized databases and conducting analysis;
  • Project management experience;
  • Proficient computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook. Experience with statistical software will be preferred.
  • Strong knowledge of drafting and documentation in any relevant issues.
  • Candidate should possess excellent writing and drafting skills in both English and Hindi;
Duration Of Service

Contract for 'Monitoring Officer' position shall be of one-year duration, subject to annual renewals based on satisfactory performance and mutual agreement.

Duty Station

This position is based at BSSS- Head Office in Patna, Bihar or any such designated place. Work will entail substantial to the districts and other locations as required and may vary from 30% to 60% of the total time.
