Qualifications

  • 7–10 years of IT project management experience.
  • 5 years dedicated to large-scale MMIS implementations or Medicaid modernization.
  • Bachelor’s degree in Computer Science, Information Technology, Healthcare Administration, Business Administration, or related field.
  • Active PMP certification is required.
  • Deep understanding of Medicaid modularity, MITA maturity, and CMS MECT/MECT toolkits.
  • Excellent written and verbal communication skills for non-technical executives.

  • Drive MMIS implementation from initiation through deployment and post-implementation stabilization.
  • Act as liaison between state Medicaid agencies, CMS, vendors, and internal teams.

We are currently seeking a MMIS Sr. Project Manager to join our team in Baltimore, Maryland (US-MD), United States (US).

Position Overview

The NTT Data is currently seeking a highly experienced Senior Project Manager to lead the large-scale implementation of our next-generation Medicaid Management Information System (MMIS). In this role, you will drive the end-to-end modernization lifecycle, managing cross-functional teams, state stakeholders, and third-party vendors. The ideal candidate possesses a deep understanding of Medicaid enterprise systems, CMS certification processes, and complex health information technology initiatives.

Key Responsibilities
  • Project Leadership: Drive the execution of the MMIS implementation from initiation through deployment and post-implementation stabilization.
  • Stakeholder Management: Act as the primary liaison between state Medicaid agencies, federal partners (CMS), enterprise vendors, and internal business units.
  • Scope & Schedule Management: Develop and maintain detailed project plans, tracking milestones, critical paths, and resource allocations.
  • Risk & Issue Mitigation: Proactively identify, track, and mitigate project risks and issues to prevent timeline slippage or scope creep.
  • CMS Certification Support: Guide the project team through the CMS Outcomes-Based Certification (OBC) or Streamlined Modular Certification (SMC) processes.
  • Vendor Oversight: Monitor vendor deliverables, ensuring compliance with service level agreements (SLAs), technical specifications, and contractual obligations.
  • Financial Management: Oversee the project budget, tracking expenditures, forecasts, and variance to ensure fiscal responsibility.
Required Qualifications
  • Experience: Minimum of 7-10 years of IT project management experience, with at least 5 years dedicated to large-scale MMIS implementations or Medicaid modernization projects.
  • Education: Bachelor’s degree in Computer Science, Information Technology, Healthcare Administration, Business Administration, or a related field.
  • Certification: Active Project Management Professional (PMP) certification is strictly required.
  • Domain Knowledge: Deep understanding of Medicaid modularity, MITA (Medicaid Information Technology Architecture) maturity frameworks, and CMS MECT/MECT toolkits.
  • Communication: Exceptional written and verbal communication skills, with proven ability to present complex technical concepts to non-technical state executives.
Preferred Qualifications
  • Master’s degree in MBA, MHA, or MS in Health Informatics.
  • Experience with Agile, Scrum, or Scaled Agile Framework (SAFe) methodologies in a government environment.
  • Direct experience with cloud-hosted healthcare infrastructure (AWS, Azure, or GCP).
  • Familiarity with state procurement processes, including RFP development and APD (Advance Planning Document) updates.

This can be a remote position with limited travel to the client’s site.

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $99,562- $169,800. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications.

This position is eligible for company benefits including medical, dental, and vision insurance with an employer contribution, flexible spending or health savings account, life and AD&D insurance, short and long term disability coverage, paid time off, employee assistance, participation in a 401k program with company match, and additional voluntary or legally-required benefits.
