JOB SUMMARY

The Audit Services Division is responsible for the review, analyzation, and conduct of mixed scope audits of businesses and/or individuals, to determine compliance or non-compliance with Oklahoma and Federal tax laws and regulations. The Audit Services Division uses generally accepted auditing/accounting principles to review financial documents, tax forms, business records and other relevant documents. Auditors in the Audit Services Division are expected to conduct research and analysis and can apply tax law using Internal Revenue code and Oklahoma’s rules and statutes for taxation as well as the agency’s procedures. Auditors prepare audit reports to provide documented recommendations concerning changes in policies or operating procedures and strictly adhere to both state and federal laws and regulations regarding the confidentiality of all tax information obtained from records, files, tax returns, and departmental investigations. The Auditor position supports the Audit Services Division by conducting fair and ethical single issue and limited scope audits of various tax returns. The primary function of the position is to execute audits efficiently ensuring adherence to the Internal Revenue Code and Oklahoma Tax Statutes and Rules while maintaining a high level of accuracy in calculations and procedures.

DUTIES AND RESPONSIBILITIES
  • General Duties - Review Internal Revenue and Oklahoma tax statutes Provide written and verbal communication and customer service to taxpayers. Create, print, review and distribute audit correspondence items. Attend mandatory training. Compile and submit audit review packets. Other duties as assigned.
  • Individual Income - Ensure taxpayer compliance with Individual Income tax statutes and rules by reviewing and auditing individual income and business tax returns submitted to the Oklahoma Tax Commission. Review returns to look for potential issues in the following areas: federal tax adjustments or underreporting, credit distribution, federal and Oklahoma non-filing, out of state income, business income, retirement income, gambling income and any other identified areas. Analyze and audit individual financial records, including the individual income return, federal income tax returns and adjustments, business tax returns and adjustments, internal and external income reports, and OESC (Oklahoma Employment Security Commission) data.
  • Mixed Beverage - Ensure taxpayer compliance with Mixed Beverage (alcohol) tax statutes and rules by reviewing and auditing business tax returns submitted to the Oklahoma Tax Commission. Ensure compliance on all on-premises alcohol and beer sales by reviewing sales tax returns, mixed beverage returns and mixed beverage bonds to identify areas of non-compliance and filing irregularities. Analyze and audit of business financial records, including the sales tax and mix beverage returns, business tax returns and adjustments, mixed beverage permits and bonds, and ABLE (Alcohol Beverage Laws Enforcement) Commission data.
  • Estimated Assessments - Review and audit closed businesses that have non-reported or underreported income prior to closure. Review returns to identify areas of non-compliance and filing irregularities referred by the Notice to Show Cause section of the Collections Division which can encompass multiple tax types including sales tax, medical marijuana tax, withholding tax and other business tax types. Analyze and audit business financial records, including the sales tax returns, medical marijuana returns, and withholding returns. Review exemption data files, internal and external withholding reports, medical marijuana reports, and OESC (Oklahoma Employment Security Commission) data.

MINIMUM QUALIFICATIONS

Education and Experience Requirements consist of:

  • Associate degree in accounting, finance, business, or public administration; or a related field
  • AND four (4) years of professional experience in auditing, accounting, finance, or similar field
  • OR an equivalent combination of education and experience that equal an associate degree or the required amount of professional experience
PREFERRED QUALIFICATIONS

Preference may be given to candidates with the following qualifications:

  • Proficient with Microsoft Suite applications
  • Five (5) or more years of professional experience in auditing, accounting, finance, or a similar field
  • Bachelor’s degree in accounting, finance, business, or public administration; or a related field
PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS

The Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency. Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work BOTH on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours. This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities. This includes safeguarding all tax information obtained from records, files, tax returns, and departmental investigations, whether in paper, electronic, or verbal form.
