Position Overview

Serving as the Mission Integration Branch Chief and Lead Project Manager for Acquisitions & Systems Integration, you provide supervisory leadership, programmatic execution, and acquisition oversight for the division’s mission capabilities portfolio. In this role, you function as a key operational delivery leader and deputy product authority partnering closely with the Division Chief, driving end-to-end project scheduling (IMS), contract oversight, risk mitigation, and the seamless transition of integrated IT capabilities to operational stakeholders.

You provide direct supervisory leadership to a diverse, multi-disciplinary branch comprising Project Managers, Contracting Officer's Representatives (CORs), Information System Security Managers (ISSMs), Knowledge Management (KM) specialists, and Customer Coordination / Program Analysts. As Branch Chief, you lead technical procurement strategies (including authoring SOWs/PWS, establishing evaluation criteria, and managing vendor performance), manage program lifecycle spend plans, and ensure newly developed enterprise platforms and services are delivered on time, within budget, and fully operationalized for mission partners.

$143,913 to $187,093 per year (inclusive of TLMS and locality adjustments)

Major Duties
  • Lead Branch Supervisory Operations: Provide direct supervisory leadership, operational direction, and mentorship to a multi-disciplinary branch comprising Project Managers, Contracting Officer's Representatives (CORs), Information System Security Managers (ISSMs), Knowledge Management (KM) specialists, and Customer Coordination / Program Analysts; establish performance standards, evaluate personnel, prioritize assignments, and foster continuous professional development.
  • Drive Integrated Program Execution (IMS): Serve as the lead project manager responsible for total cost, schedule, and performance across the division’s capability portfolio; develop and maintain complex Integrated Master Schedules (IMS), conduct critical path analyses, and manage program risk registers.
  • Lead Technical Acquisitions & Contract Oversight: Formulate acquisition strategies and author procurement artifacts, including Statements of Work (SOWs), Performance Work Statements (PWS), and Independent Government Cost Estimates (IGCE); serve as the technical authority evaluating contractor proposals and overseeing vendor deliverables against Service Level Agreements (SLAs).
  • Orchestrate Mission Integration & Capability Fielding: Lead the end-to-end operational transition and deployment of newly developed capabilities (e.g., DevSecOps platform features, Azure Virtual Desktop, endpoint services) from engineering teams to operational stakeholders and mission partners.
  • Manage Program Budgets & Lifecycle Financials: Develop, defend, and execute program spend plans, lifecycle cost estimates, and budget allocations to ensure fiscal accountability and optimal resource utilization across active projects.
  • Engage Cross-Functional Stakeholders: Act as the primary integration liaison between product engineering teams, cyber authorities, operational units, and agency leadership to negotiate requirements, align fielding timelines, and ensure smooth operational cutover.
  • Enforce Quality Assurance & Governance: Implement rigorous project governance frameworks, milestone reviews, and quality assurance standards to verify that delivered systems meet all operational, technical, and cybersecurity compliance benchmarks prior to fielding.

Security Clearance
  • Minimum Requirement: Must possess an active Top Secret (TS) security clearance at the time of application.
  • Preferred Requirement: An active Top Secret / SCI (TS/SCI) clearance is highly preferred.
  • Condition of Employment: Candidates holding a TS clearance must be eligible for, and successfully obtain and maintain, SCI access upon hire.
