Job summary

Qualifications

• 7–10+ years in business analysis, technical analysis, product ownership, or technology program delivery.
• Experience leading technology capabilities through multiple releases and lifecycle stages.
• Experience owning or contributing to roadmaps and backlogs within Agile or hybrid SDLC.
• Ability to translate business and mission requirements into technical priorities and actionable plans.
• Experience coordinating cross-functional teams across software, infrastructure, cybersecurity, architecture, and business stakeholders.
• Experience presenting decision-ready information to executives or governance boards.
• Working knowledge of enterprise architecture concepts and system integrations.
• Experience using KPIs, analytics, and stakeholder feedback to drive improvements.

Responsibilities

• Develop and maintain product roadmaps aligned with mission objectives, technology priorities, cybersecurity requirements, resources, and budget.
• Translate stakeholder needs into actionable product requirements, features, user stories, release plans, and measurable outcomes.
• Own backlog refinement and feature prioritization using value-based methods.
• Coordinate with development, cybersecurity, infrastructure, architecture, and business teams for integrated delivery.
• Guide initiatives through discovery, development, testing, release, adoption, and continuous improvement.
• Plan incremental releases delivering measurable value while aligning with enterprise standards.
• Identify and manage cross-product risks, dependencies, and technical debt.
• Facilitate sprint and release planning and track progress, blockers, milestones, and dependencies.
• Analyze product data, KPIs, and stakeholder feedback to inform prioritization and improvements.
• Develop executive briefings, business cases, decision papers, dashboards, and governance materials.
• Present status, risks, and recommendations to government leadership and governance stakeholders.
• Support change management, stakeholder adoption, communications, and training for releases.
