Job summary

Saulsbury Industries is seeking an accomplished Preconstruction Manager to lead planning and budgeting for mission-critical projects in Texas. You will drive early-stage estimating, design coordination, procurement strategy, and risk management with clients, designers, and trade partners.

The role requires extensive experience in preconstruction for data centers and complex facilities, strong leadership, and proficiency with Procore, Bluebeam, and scheduling tools.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Architecture, or a related field preferred; equivalent experience may be considered.
• 8+ years of progressive construction experience including preconstruction, estimating, procurement, or project leadership.
• Direct data center experience is strongly preferred.
• Strong estimating, GMP development, bid leveling, scope reconciliation, constructability review, value analysis, and preconstruction deliverables.
• Knowledge of design-build, CM-at-Risk, EPC, general contracting, owner’s representative, and program management delivery models.
• Familiarity with mission-critical MEP systems, long-lead equipment procurement, and commissioning requirements.
• Ability to read and interpret drawings, specs, contracts, estimates, and schedules.
• Proficiency with estimating, scheduling, project controls, and construction collaboration tools (Bluebeam, Procore, Autodesk Construction Cloud, Primavera P6, MS Project).
• Strong leadership, communication, analytical, negotiation, and stakeholder management skills.
• Professional registrations such as PE, PMP, CCM, DBIA, LEED, or AACE preferred but not required.
• Travel may be required to various offices, client locations, and project sites.

Responsibilities

• Lead preconstruction efforts for mission-critical projects from pursuit through GMP and transition to construction.
• Develop and manage preconstruction plans, schedules, milestones, procurement strategies, and risk registers.
• Coordinate with clients, architects, engineers, consultants, and trade partners.
• Lead constructability reviews, design coordination, value engineering, logistics planning, and construction readiness reviews.
• Oversee preparation of GMP estimates, validate assumptions, quantities, escalation, contingencies, and exclusions.
• Manage bid package development, subcontractor prequalification, RFPs, bid solicitation, and award recommendations.
• Support procurement planning for long-lead equipment, including electrical gear, generators, UPS, and mechanical systems.
• Develop and maintain preconstruction budgets, cost models, cash flow projections, and cost trend logs.
• Collaborate with scheduling and operations to create baseline preconstruction and construction schedules.
