The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is recruiting for an MBE Officer II for the Office of Minority Business Enterprise (OMBE). The primary purpose of this position is to investigate firms applying for certifications as Minority Business Enterprise/Disadvantaged Business Enterprise/Airport Concession Disadvantaged Business Enterprise/Small Business Enterprise (MBE/DBE/ACDBE/SBE) according to federal and state law standards. Duties include but are not limited to:

  • Reviewing confidential financial information, including corporate and personal tax returns, personal net worth statements, legal documents, lease agreements, subcontracts, operating agreements, articles of incorporation, and related documents.
  • Investigating applications for initial MBE/DBE/ACDBE/SBE certification, expansion of services requests, annual review filings, and reassessments.
  • Advising MBEAC on areas within certification and expansion applications that require further inquiry to determine eligibility.
  • Assisting with investigations into allegations of ineligibility, abuse, and fraud against the Minority/Disadvantaged Business Enterprise Program.

This vacancy is in the Minority Business Enterprise Office at MDOT TSO in Hanover, Maryland (Anne Arundel County).

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from an accredited college or university.
Experience: One (1) year of experience investigating regulated activities for compliance, overseeing program/business development, community outreach, or contract monitoring.

Note: Additional work experience may substitute for education on a year-for-year basis. Graduate-level education may substitute for experience at a rate of 30 semester credit hours per year.

Employees may be required to operate a motor vehicle and possess a valid Maryland driver’s license.
