Job summary

HDR is looking for a Senior Military Planner in Washington, DC to lead DoD planning and asset management projects globally. The ideal candidate will have a minimum of 10 years' experience in environmental consulting and a Bachelor's degree in Urban Planning or a related field.

This position involves conducting analyses, developing plans, and ensuring effective communication among stakeholders. Candidates should be highly motivated self-starters with strong leadership and business development skills. A comprehensive benefits package is included.

Qualifications

  • Minimum of 10 years experience in environmental consulting.
  • AICP, RLA, PE, RA certification preferred.
  • Experience with military installation and base operations.

Job description

The Senior Military Planner will direct and plan medium to large size DoD planning and asset management projects across the globe. This position requires a U.S. Passport and the ability to travel overseas as needed.

Primary Responsibilities
  • Lead multidisciplinary team to complete DoD planning studies and related documentation in accordance with DoD and Service-specific planning criteria and guidance
  • Conduct facility and infrastructure requirements analyses and capacity assessments
  • Develop successful project execution plans including storyboarding process and product expectations
  • Facilitate Installation Visioning, Planning, and Programming Charrettes
  • Collaborate in the exchange of information between stakeholders through effective written, graphic, and verbal communication.
  • Build consensus and support for planning proposals and coordinate efforts to bring stakeholders together with opposing views and interests to manage projects.
  • Develop complete Installation, Area, and Component plans
  • Prepare development plans IAW applicable planning criteria
  • Develop a Capital Investment Strategy IAW DoD Service and customer specific criteria
  • Prepare complete DD Forms 1391
  • Preparation of economic analyses
Preferred Qualifications
  • Master's degree
  • AICP, RLA, PE, RA certification
  • LEED AP or higher (recommended)
  • Experience with and/or knowledge of:
    • All aspects of community/installation planning and development
    • Preparing Unified Facilities Criteria (UFC) 2-100-01 compliant plans
    • Military installation and base operations
    • Military service organizational operations
    • Federal facilities acquisition strategies and policies
    • Business Case Analysis and Development
    • Reading environmental documents such as Integrated Natural Resource Management Plan, etc.
    • Military range and training complexes
    • Framework Plans
    • District/Area Planning
    • Regulating Plans
    • Form based code
    • Facility requirements and standard designs
    • Economic analysis
    • Basic utilities infrastructure systems
    • Basic transportation circulation systems
Required Qualifications
  • Bachelor's degree in Urban Planning or closely related field
  • Minimum of 10 years experience in environmental consulting with a successful track record in marketing, land development project management, staff management and client satisfaction; advanced degree may offset years of experience
  • Leadership skills and ability to manage in a team environment
  • Highly motivated self-starter
  • Business development skills and familiarity with local clients and markets
  • Excellent communication skills
  • May require the ability to travel

The expected compensation range for this position depends on skills, experience, education, and geographical location: Colorado: $103,740 - $148,200; California: $114,114 - $163,020; Washington DC: $124,488 - $177,840.
