Job summary

HDR is seeking a Senior Military Planner to direct and manage medium to large DoD planning and asset management projects worldwide. The role requires a U.S. passport and travel readiness; active participation in our employee‑owned culture is a must.

The position emphasizes stakeholder coordination, strategic planning, and robust project programming. Primary responsibilities include leading multidisciplinary teams, analyzing facility needs, developing execution plans, and preparing DD Forms 1391

Qualifications

  • Bachelor's degree in Urban Planning or closely related field.
  • Master's degree preferred; leadership and communication skills required.
  • Experience with DoD planning criteria and federal facilities knowledge is a plus.
  • Willingness to travel and work in a multi-location environment.

Responsibilities

  • Lead multidisciplinary teams to complete DoD planning studies and documentation.
  • Conduct facility and infrastructure analyses and capacity assessments.
  • Develop project execution plans and facilitate charrettes.
  • Communicate with stakeholders through written and graphic methods.

Job description

The Senior Military Planner will direct and plan medium to large size DoD planning and asset management projects across the globe. The role requires a U.S. passport and the ability to travel overseas as needed. An active participant in our employee‑owned culture is a must. This position involves extensive meeting facilitation, stakeholder and agency coordination, strategic planning, and project programming.

Primary Responsibilities
  • Lead multidisciplinary team to complete DoD planning studies and related documentation in accordance with DoD and Service-specific planning criteria and guidance
  • Conduct facility and infrastructure requirements analyses and capacity assessments
  • Project Planning – develop successful project execution plans including storyboarding process and product expectations
  • Facilitate Installation Visioning, Planning, and Programming Charrettes
  • Effectively communicate with stakeholders through written, graphic (CAD/GIS/SketchUp/Hand Sketches), and verbal means
  • Build consensus and support for planning proposals and coordinate efforts to bring stakeholders with opposing views together
  • Develop complete Installation, Area, and Component plans
  • Develop Development Plans in accordance with applicable planning criteria
  • Develop a Capital Investment Strategy in accordance with DOD Service and customer specific criteria
  • Prepare complete DD Forms 1391
  • Prepare economic analyses
Preferred Qualifications
  • Master's degree
  • AICP, RLA, PE, RA certification
  • LEED AP or higher (Recommended)
  • Experience with and/or knowledge of:
    • All aspects of community/installation planning and development
    • Preparing Unified Facilities Criteria (UFC) 2-100-01 compliant plans
    • Military installation and base operations
    • Military service organizational operations
    • Federal facilities acquisition strategies and policies
    • Business Case Analysis and Development
    • Ability to read and extract appropriate information from environmental documents such as Integrated Natural Resource Management Plan, Integrated Cultural Resource Management Plan, Environmental Baseline Study, Environmental Assessment or Environmental Impact Statement
    • Military range and training complexes
    • Framework Plans
    • District/Area Planning
    • Regulating Plans
    • Form-based code
    • Facility requirements and standard designs
    • Economic analysis
    • Basic utilities infrastructure systems
    • Basic transportation circulation systems
Required Qualifications
  • Bachelor's degree in Urban Planning or closely related field
  • Minimum of 10 years experience in environmental consulting with a successful track record of marketing, land development project management, staff management, and client satisfaction; an advanced degree may offset years of experience
  • Leadership skills and ability to manage in a team environment
  • Highly motivated self-starter
  • Business development skills and familiarity with local clients and markets
  • Excellent communication skills
  • May require the ability to travel

Expected compensation ranges: Colorado $103,740.00 - $148,200.00; California $114,114.00 - $163,020.00; Washington DC $124,488.00 - $177,840.00.
