Job summary

The Northwest Tri-County IU5 is seeking a Migrant Education Recruiter-Student Support Specialist-Parent Involvement Specialist to identify, recruit, enroll eligible migrant children and out-of-school youth in line with the state plan.

Responsibilities include advocating for students, coordinating with schools and agencies, and engaging parents to support students’ educational progress throughout the school year under grant funding.

Qualifications

  • High school diploma or equivalent required.
  • Must hold a valid driver's license in the state of residence.
  • Bachelor's degree in education or related area preferred.
  • PA Instructional Certificate preferred or required where applicable.
  • Experience with accessing regional support services is desirable.
  • Bilingual in Spanish or Creole preferred.

  • Visit employers, schools, migrant families and agencies for referrals and follow-ups.
  • Maintain knowledge of Migrant Education Program guidelines and procedures.
  • Develop understanding of educational initiatives and government services for migrant students.
  • Provide instructional support and intervention through schools, homes, and service agencies.
  • Advocate for the Migrant Education Program and migrant students with parents and community partners.
  • Coordinate and facilitate parent meetings four times per year and PAC involvement.

Job description

Position Summary

The Migrant Education Recruiter-Student Support Specialist-Parent Involvement Specialist is responsible for identification, recruitment, enrollment of eligible migrant children, and out of school youth in accordance with the Migrant Education state and local site recruitment plan. They will also be responsible for working with schools and service agencies to advocate and assist all students in developing self-concepts, educational competencies, etc. to become responsible and productive members of society. The Parent Involvement Specialist provides support to the parents to help meet the student\'s needs. This is a grant funded position.

Salary

Salary Firm - $41,865

Work Days

260 work days per school year

PTO

20 vacation days, 13 paid sick days, 5 Personal Days, 2 Mental Health Days per school year (based on start date)

Benefits

Life Insurance

Two times salary, maximum $250,000 provided at no cost to employee

Required Qualifications
  • High School Diploma or Equivalency
  • Must hold a valid driver\'s license in the individual\'s state of residence
Qualifications Desired
  • Bachelor\'s degree in education, or related area
  • PA Instructional Certificate
  • Experience with accessing regional support services
  • 1-3 years of previous experience as a teacher or caseworker or other experience involving the direct services to children and young adults
  • Working knowledge of Migrant Education Program and services
  • Bilingual, in Spanish or Creole preferred
Essential Functions And Responsibilities
  • Visiting employers, schools, migrant families and agencies for referrals and follow-ups
  • Maintain a working knowledge of guidelines, regulations, and procedures relevant to the Migrant Education Program
  • Develop and maintain an understanding of educational initiatives, developmentally-appropriate programs, government and social services which are available for migrant students, and multicultural awareness issues, as appropriate
  • Provide instructional support and intervention for students through their schools, homes, and appropriate service agencies
  • Maintain a positive working relationship with appropriate stakeholders, funding agents, and IU5 staff
  • Act as an advocate for the Migrant Education Program and migrant students by explaining the components of the program to parents, schools, government, social service agencies, and other appropriate community agencies
  • Maintain all required and appropriate records and necessary documentation accurately
  • Provide summer enrichment for children in their homes or coordinate enrichment activities through other agencies during the summer, as appropriate for the child and family
  • Interpret and translate (oral or written) for parents, staff, and school personnel as a supplemental service as needed
  • Encourage and track migrant children ages 3 through 21 relative to their successful experience with school regarding attendance, class performance, and gains in testing, progress toward graduation or kindergarten readiness
  • Assess the accomplishments and progress of students on a regular basis, provide reports as required, and through collaboration, refer issues and concerns to the appropriate agency(ies)
  • Maintain effective communication with and provide regular program updates to the Supervisor of School Improvement Services - Federal and State Programs
  • Involve parents in an organized, ongoing, and timely way with the implementation of the Migrant Education Program through planning, implementation, and evaluation
  • Coordinate and plan, with local Parent Advisory Council (PAC)
  • Coordinate and facilitate parent meetings four times per year
  • Meet with the local Parent Advisory Council every other month
  • Attend state wide Parent Advisory Council meetings one-two times per year
  • Perform other duties as assigned

Work Environment

This job operates in a professional office environment. Incumbent must be able to sit at desk or in a vehicle for extended periods of time. This role routinely uses standard office equipment with a vast majority of the time utilizing computers to complete daily tasks. Due to travel outside of the home office, candidates are required to have a vehicle and valid driver\'s license to attend job related duties, meetings, seminars, and trainings.
