Seventh Sense, LLC is seeking a Mid-Level Acquisition Specialist for an upcoming project in Rockville, MD. The role requires proven federal acquisition experience and program support knowledge, with duties spanning pre- and post-award activities, SOW/PWS/IGCE reviews, and source selection documentation.

The position is onsite five days a week in Rockville, with a strong benefits package and opportunities for professional development in Federal Acquisition training.

Qualifications

• Experience supporting NIH or HHS acquisition organizations.
• Experience preparing acquisition documentation using NIH acquisition systems.
• bachelor’s degree or higher from an accredited institution; substitution: 10 years of relevant federal acquisition experience.

Responsibilities

• Provide pre-award and post-award acquisition support for procurements including services, supplies, and IT requirements.
• Assist in drafting evaluation documentation and maintaining procurement records.
• Develop and review acquisition strategies, SOWs, PWS, IGCEs, source selection plans, and business case analyses.
• Coordinate contract administration activities including invoice reviews and post-award conferences.
• Assist with FOIA responses and handling procurement-sensitive information in accordance with regulations.
• Utilize automated acquisition and contract writing systems to track status, funding, milestones, and closeout.

Job description

We are currently seeking Mid-Level Acquisition Specialist candidates for an upcoming project pending contract award, targeting a September 1 start date. The individual in this role will possess demonstrated experience in federal acquisition and program support and demonstrate knowledge in the following areas:

• Interpreting and applying Federal acquisition regulations, policies, and procedures, including the Federal Acquisition Regulation (FAR) and HHS Acquisition Regulation (HHSAR)
• Supporting the development of procurement request packages and assisting with acquisition lifecycle activities, including planning, solicitation, award, administration, and closeout
• Monitoring acquisition activities and performance metrics, including Procurement Administrative Lead Time (PALT), in support of program office requirements
• Providing pre-award and post-award acquisition support for a variety of procurements, including services, supplies, and information technology (IT) requirements
• Assisting in the preparation and review of acquisition documentation, including acquisition strategies, Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), source selection plans, and business case analyses
• Supporting source selection activities, including drafting evaluation documentation and maintaining proper procurement records
• Providing contract administration support, including invoice review, post-award conference coordination, contract file maintenance, and preparation of correspondence
• Assisting with Freedom of Information Act (FOIA) request responses and handling procurement-sensitive information in accordance with applicable regulations
• Utilizing automated acquisition and contract writing systems to track procurement status, funding, milestones, and contract closeout activities
• Collaborating effectively with Contracting Officers (COs), Contracting Officer’s Representatives (CORs), program offices, and cross-functional teams
• Demonstrating sound analytical, organizational, and problem-solving skills, including the ability to identify issues and recommend practical solutions
• Communicating effectively, both orally and in writing, with internal and external stakeholders

Hiring Timeframe: Upcoming

Work Location: This position is onsite 5 days/week in Rockville, MD. Seventh Sense will support your commute by contributing over $1,500 annually to your Transportation FSA.

Qualifications:

• Experience supporting NIH or HHS acquisition organizations.
• Experience preparing acquisition documentation using NIH acquisition systems.

Education Requirements:

• The Mid-Level Acquisition Specialist shall possess a bachelor’s degree or higher from an accredited institution.
• Substitution: In lieu of a bachelor’s degree, a minimum of ten (10) years of directly relevant federal acquisition experience may be accepted.

Salary Range: The proposedsalary range for this position is $80K-$90Kper year. This range reflects factors such as geographic location, skills, experience, training, certifications, contract-specific affordability, and organizational needs.
