Prescient Edge is seeking a Mid-level HUMINT Targeting Cell Support (CI Specialist) in Fort Meade, MD. The role focuses on developing targets, conducting all-source analyses, and supporting joint operations across multiple intelligence domains.

You will coordinate planning, publish operations, and provide actionable recommendations to achieve mission objectives. A strong background in HUMINT targeting and interagency collaboration is essential.

Qualifications

• Minimum experience as a CI/HUMINT targeting officer or relevant degree with targeting coursework.
• Experience in China, Russia, Iran, or North Korea.
• Experience using all intelligence disciplines for planning and supporting sensitive collection operations.
• Experience supporting joint and/or interagency operations is preferable.

Responsibilities

• Coordinate, plan, publish, maintain, write, execute, assess, and brief operations from concept to completion.
• Develop targets and target systems for joint engagements.
• Produce all-source analytic damage estimates and battle damage assessments.
• Conduct collateral damage estimation and target list management.
• Provide recommendations for target prioritization to meet commander objectives.
• Develop HUMINT leads using Army G2/IG2X strategies.
• Lead Tenders on RFIs and assist in nominations for TRB.
• Liaise with external intelligence agencies to foster cooperation.
• Pass leads to HUMINT elements for consideration.
• Prepare production reviews and asset reporting.

• Shall coordinate, plan, prepare, publish, maintain, write, execute, assess, and brief operations from initial concept or task until the mission or operation is completed for a specific event, phased operation, or recurring task, mission or operation. Develop targets and target systems for joint lethal and / or non-lethal engagements. Develops target nominations, creates database records, and databases target intelligence products. Produces all-source analytic damage estimates and battle damage assessments and assists with combat assessment requirements. Conducts collateral damage estimation, performs target list management, target strategy development, and provides joint target intelligence support to deliberate and dynamic target engagements. Provides recommendations for target prioritization to achieve commander objectives for plans and operations. Provides database nominations, creates and updates databases and uploads TMs into databases.
• Shall develop HUMINT leads, based on Army G2, IG2X and/or unit collection and targeting strategies, by conducting extensive research using multiple classified and unclassified resources and databases in support of current and future full spectrum US Army HUMINT Operations.
• Shall conduct research and develop responses and Lead Tenders on RFIs on collector generated leads, once the lead is validated by the Officer in Charge (OIC) as a lead that can potentially satisfy an intelligence collection requirement.
• Shall provide the leads to the TRB as a Target Nomination Package.
• Shall provide assistance on additional leads that are reported from other sources to the TRB by assisting in the evaluation of nominations for passage by the Government directly to the appropriate supported operational element(s) for their action.
• Shall prepare and provide to the supported element Lead Tenders, Operational Support Packages, and Target Development Packages.
• Shall liaise with operational and support elements, external intelligence agencies, and external federal law enforcement elements to foster an environment of cooperation and sharing of information to better develop future products.
• Shall pass CI leads that are developed out of the HUMINT leads to the appropriate HUMINT elements for their consideration.
• Shall continuously assess asset reporting.
• Shall assess and prepare production reviews in conjunction with Source validation boards.

Requirements

Required experiences

• A minimum of experience as a CI/HUMINT targeting officer OR a bachelor’s degree and completion of a foundational targeting course including but not limited to: Joint CI-HUMINT Analytical Targeting Course (JCHATC), Operational HUMINT Targeting Course (OHTC)/HUMINT Targeting Tradecraft Seminar (HTTS), or an Intelligence Community (IC) agency Targeting Officer certification.
• A minimum of one year of experience in one or more of the following areas: China, Russia, Iran, or North Korea.
• Experience utilizing all intelligence disciplines in the planning, execution, and support of sensitive intelligence collection operations including direct support to operational military or IC elements.
• Additional experience supporting joint and/or interagency operations is preferable.

Required Education

• High School Diploma- 12 years of relevant experience with at least a portion of the experience within the last 2 years.
• Associate’s degree- 10 years of relevant experience with at least a portion of the experience within the last 2 years.
• Bachelor’s Degree- 8 years of relevant experience with at least a portion of the experience within the last 2 years.
• Master’s Degree- 6 years of relevant experience with at least a portion of the experience within the last 2 years.

Security Clearance

• Security clearance required TS/SCI with CI POLY or the ability to obtain CI POLY.
