Prescient Edge seeks a Mid-level CI Targeting Cell Support Analyst to support a Federal Government client at Fort Meade, MD. You will develop CI leads, create target nominations, and prepare Target Development Packages to highlight operational potential where friendly and enemy elements intersect.

You will provide research and analysis to support liaison with external agencies and contribute to training on CI targeting methodologies for government personnel, up to 12 sessions per year.

Qualifications

  • Bachelor’s degree and completion of a foundational targeting course (e.g., JCHATC, OHTC/HTTS) or IC targeting certification.
  • Minimum 1 year of experience in China, Russia, Iran, or North Korea.
  • Experience using all intelligence disciplines in planning and supporting sensitive collection operations.
  • Must be graduate of HT-JCOE – DATC or equivalent.
  • Minimum 6 years of experience as a CAT 1 HUMINT collector.
  • Understanding of full spectrum HUMINT activities.
  • Strong understanding of Army and DoD HUMINT policy.
  • Willing to undergo counterintelligence polygraph examination.

Responsibilities

  • Develop CI leads and targets based on guidance, through open-source and classified research.
  • Provide CI targeting packages and supporting materials to the partnered element.
  • Produce Lead Tenders, Operational Support Packages, and Target Development Packages as appropriate.
  • Provide research and recommendations concerning liaison with external intelligence agencies and federal partners.

Prescient Edge is seeking a Mid. CI Targeting Cell Support (Targeting Analyst) to support a Federal Government client.

  • Salary range: $90,000 - $110,000. Salary to be determined by the education, experience, knowledge, skills and the abilities of the applicant internal equity, and alignment with market data.
Description
  • Shall develop CI leads, based on the Command Operational Guidance or Region-derived requirements, through open-source and classified source research. Develops targets and target systems for joint lethal and / or non-lethal engagements. Develops target nominations, creates database records, and databases target intelligence products. Produces all source analytic damage estimates and battle damage assessments and assists with combat assessment requirements. Conducts collateral damage estimation, performs target list management, target strategy development, and provides joint target intelligence support to deliberate and dynamic target engagements. Provides recommendations for target prioritization to achieve commander objectives for plans and operations. Provides database nominations, creates and updates databases and uploads TMs into databases.
  • Provide the function-specific counterintelligence leads to supported element as a Target Nomination Package.
  • Shall prepare and provide to the supported element Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages as appropriate to highlight the operational potential where friendly and enemy elements intersect.
  • Shall provide research, analysis and recommendations regarding liaison efforts with operational and support elements, external intelligence agencies, and external federal law enforcement elements to foster an environment of cooperation and sharing of information to better develop future products. HUMINT leads that are developed out of the CI leads shall be passed to the appropriate HUMINT elements for their consideration.
  • Shall provide CI targeting methodologies training at the Fundamentals of Human Targeting Course (FHTC), up to 12 times a year, to 16 Government personnel per iteration. The contractor shall provide training on CI targeting methodologies to internal and external agencies up to 15 times per year with up to 50 Government personnel per iteration. This training shall assist the organizations on understanding how CI targeting works and the appropriate ways it will be employed.
  • Shall develop CI High Value Individuals (HVIs), based on the ACIC priorities, through open-source and classified source research. Shall provide specialized expertise in qualitative and quantitative analysis to provide an analytically derived, empirically supported, quantitative basis for decisions regarding targeting and other options to enhance the operational effectiveness of network attack efforts.
  • Shall participate in production, indications and warning, targeting, imagery, network analysis, counterintelligence, information operations, foreign disclosure, international engagements and threat analysis.
  • Shall initiate and conduct research efforts; plan, coordinate, and synthesize research to produce all source intelligence products/responses.
  • Shall produce or provide support to the production of Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages as appropriate to highlight the operational potential where friendly and enemy elements intersect.
Requirements
  • A minimum of experience as a CI/HUMINT targeting officer OR a bachelor’s degree and completion of a foundational targeting course including, but not limited to: Joint CI-HUMINT Analytical Targeting Course (JCHATC), Operational HUMINT Targeting Course (OHTC)/HUMINT Targeting Tradecraft Seminar (HTTS), or an Intelligence Community (IC) agency Targeting Officer certification.
  • A minimum of one year of experience in one or more of the following areas: China, Russia, Iran, or North Korea.
  • Experience utilizing all intelligence disciplines in the planning, execution, and support of sensitive intelligence collection operations including direct support to operational military or IC elements.
  • Additional experience supporting joint and/or interagency operations is preferable.
  • Must be a graduate of any of the following courses:
  • HT-JCOE – Defense Advanced Tradecraft Course (DATC), or predecessor/equivalent. Other – FTC, OTC, MOTC, or equivalent.
  • Minimum 6 years of experience as a CAT 1 HUMINT collector.
  • Required Skills, as demonstrated in resume: Understanding of full spectrum HUMINT activities.
  • Strong understanding of Army and DoD HUMINT policy.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination.
  • *College education cannot be used in lieu of experience.
Required Education
  • High School Diploma- 12 years of relevant experience with at least a portion of the experience within the last 2 years.
  • Associate’s degree- 10 years of relevant experience with at least a portion of the experience within the last 2 years.
  • Bachelor’s Degree- 8 years of relevant experience with at least a portion of the experience within the last 2 years.
  • Master’s Degree- 6 years of relevant experience with at least a portion of the experience within the last 2 years.
Security Clearance
  • Security clearance required TS/SCI with CI POLY or the ability to obtain CI POLY.
