Job summary

Cyntel Technologies, LLC, at Joint-Base San Antonio, Lackland Texas, seeks an ELINT Warfare Analyst (Mission Planner) to conduct in-depth engineering assessments of radar and weapons systems supporting national EW and mission planning databases. You will manage JMPS-backed software products and contribute to data standards, CSDB migrations, and enterprise integration.

Qualifications

Responsibilities

• Provide functional support to develop, disseminate, and database threat data; adhere to guidelines.
• Maintain consistency across ACC ISR units and manage Intel Security Markings.

Job description

ELINT Warfare Analyst (Mission Planner), at the 57th Intelligence Squadron, 365th Intelligence Surveillance and Reconnaissance Group, 363rd Intelligence, Surveillance and Reconnaissance Wing, 16th Air Force, at Joint-Base San Antonio, Lackland Texas. The Analyst will conduct in-depth engineering assessments of radar and weapons systems in support of national EW and mission planning databases while managing mission planning software products that back the Combat Support Database (CSDB). Supports development of data standards and schemas for integration into the Joint Mission Planning System (JMPS) enterprise.

Primary Responsibilities

• Perform independent development and quality control of data standards and schemas for Joint Mission Planning System (JMPS). The schemas provide formats for complex, unstructured data that can be ingested by JMPS.
• Advise the Government on the most advantageous way to gather and process data sets. This includes the development of toolsets to automate any processes when possible.
• Develop and coordinate requirements for tools that enhance analytical processes and exploit intelligence data using single-intelligence (INT) or multiple intelligence (multi-INT) data.
• Ensures Combat Support Database (CSDB) studies are correctly formatted into the deliverables required by Joint Mission Planning System (JMPS) community.
• The CSDB and JMPS feeds the entire ACC Combat Air Forces (CAF) mission planning systems.
• Coordinate with the Interface Community Working Group (ICWG) to ensure end user requirements for threat parametric data are communicated, prioritized, and satisfied.
• Provide the functional support required to develop, disseminate, and database threat systems; deliver products and analysis in compliance with community guidelines and standards.
• Develop and maintain consistency in process, standards, and procedures with other ACC ISR units and end users. Manages Intel Security Markings requirements with appropriate agencies.

Required Qualifications

• Must have Air Force ISR experience.
• Must have Mission Planning experience.
• Experience with Standoff Munitions, Air to Ground Munitions, Decoys, Jamming Effectiveness, Common Low Observable Auto-router (CLOAR), Combat Search and Rescue (CSAR), and all Combat Air Forces (CAF) aircraft mission planning environments.
• Conducts analysis of signals and associated emitters utilizing ELINT data sources, tools, and techniques. Correlates technically derived data including, but not limited to, one or more intelligence disciplines and with other information to determine the locations and identification of emitters.
• Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.
• Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
• Demonstrates ability to work independently with minimal oversight and direction.
• Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
• Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.
• Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.

Required Experience

• At least 6 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.

Required Education:

• Bachelor’s degree from a college or university accredited by an agency recognized by an agency recognized by the U.S. Department of Education, or have associate’s degree from a college or university accredited by an agency recognized by an agency recognized by the U.S. Department of Education and an additional 4 years of related experience, for a total of 10 years, as a substitute to the bachelor’s degree.

Desired Qualifications:

• AF DGCS Weapons experience.
• Experience with Defense Intelligence Agency’s (DIA) Modernized Intelligence Database (MIDB), CORNERSTONE, and Mission Planning Order of Battle (MPOB).
