Job summary

Elevance Health is seeking a Manager II GBD Special Programs to provide clinical oversight for 1915(i)/IDD teams serving children and youth with complex needs in North Carolina. This field-based role requires travel to client sites and occasional office visits.

The incumbent will lead supervision, ensure regulatory compliance, and drive program operations across HCBS services, while mentoring staff and coordinating cross-functional initiatives to improve community-based care.

Qualifications

• Requires BA/BS with minimum 6 years' experience including management leadership.
• LCSW/LICSW/MSW preferred; LSW license considered; LPN/LVN license preferred.

Responsibilities

• Provides accountability for clinical supervision, quality, workload management, documentation, regulatory compliance, complex‑case escalation, and consistent implementation of requirements.
• Drive consistent use of 1915(i) and HCBS services; identify barriers to community‑based care.
• Oversee interventions to prevent avoidable admissions to facilities such as PRTF.
• Support community‑integration objectives, reducing unnecessary institutionalization and improving access to services.
• Directs collaboration with managers to develop and implement steps to manage program operations.

• Manages resource utilization to ensure appropriate delivery of care and coverage for tasks.

Manager II GBD Special Programs-1915i/IDD Clinical Care Advisor Team

Location: North Carolina

This field-based role enables associates to primarily operate in the field, traveling to client sites or designated locations as their role requires, with occasional office attendance for meetings or training. This approach ensures flexibility, responsiveness to client needs, and direct, hands‑on engagement.

The Mgr II GBD Special Programs will be responsible for providing dedicated leadership and clinical oversight for the specialized teams serving children and youth with Intellectual and Developmental Disabilities (I/DD), complex medical and behavioral health conditions, and 1915(i) Home and Community-Based Service needs.

Minimum Requirements

• Requires a BA/BS and minimum of 6 years' experience, including prior management experience; or any combination of education and experience, which would provide an equivalent background.

Preferred Skills, Capabilities And Experiences

• Extensive experience leading and developing staff responsible for managing clinical programs strongly preferred. Strong knowledge of service delivery coordination, discharge planning, or behavioral health experience strongly preferred.
• LCSW, LICSW, LSW, MSW strongly preferred. LSW, or LPN/LVN license preferred.
• Experience coordinating with Medicaid and North Carolina Foster Care system
• Must be comfortable effectively communicating programs, services, and value to eligible individuals and members strongly preferred.
