Qualifications

  • Oversee critical infrastructure systems (MS 365/O365) and implement IT policies.
  • Direct the Messaging & Collaboration Team, including staff supervision and mentoring.

  • Represent the agency in contract management, budgeting, and procurement functions.
  • Maintain system health for email and collaboration platforms; provide capacity planning.
  • Develop procedures to evaluate contract effectiveness and coordinate with stakeholders.

Brief Job Description:

Manager V within HHS Information Technology (IT) System Services, responsible for leading the Messaging & Collaboration Team that supports enterprise communication and collaboration technologies across the agency. The unit oversees critical infrastructure services including Microsoft 365/O365, email systems, collaboration platforms, and related technology solutions that support agency-wide operations.

Essential Job Functions (EJFs):

  • Oversee and manage critical infrastructure systems, including Microsoft 365/O365 and associated infrastructure; develop and implement IT operational policies, procedures, guidelines, performance metrics, and organizational improvements to ensure efficient and effective service delivery. (25%)
  • Manage and direct the Messaging & Collaboration Team, including staff supervision, strategic operations, performance management, mentoring, succession planning, and achievement of long-term program goals and objectives. (15%)
  • Hire, manage, train, and develop staff; evaluate performance, oversee personnel activities, improve program operations, and approve technology and process optimization recommendations. (15%)
  • Represent the agency as contract manager, oversee vendor services, licensing, budgets, procurement and contract services (PCS) activities, and ensure compliance with regulatory and operational requirements. (10%)
  • Maintain performance monitoring and system health oversight for email, collaboration, and desktop faxing systems; provide alerting, capacity management, and operational assessments. (10%)
  • Develop and implement procedures to evaluate contract effectiveness; coordinate with internal and external customers on messaging and collaboration solutions, support requirements, installation, maintenance, and future capacity planning. (10%)
  • Manage and coordinate program activities to achieve legislative and organizational goals; direct administration of messaging and collaboration technology in accordance with security and configuration management best practices. (10%)
  • Oversee development of training materials and provide technical leadership for messaging and collaboration activities, including change management and root-cause analysis support. (5%)

Knowledge of:

  • Enterprise messaging and collaboration platforms, including Microsoft 365/O365 and supporting infrastructure.
  • IT operations management, service delivery, and performance measurement methodologies.

Registrations, Licensure Requirements or Certifications:

Certifications in Microsoft M365, Security Principles are preferred

Initial Screening Criteria:

Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, Business Administration, or experience in a related field is preferred.

Experience managing enterprise messaging and collaboration platforms, including Microsoft 365/O365 environments is preferred.

Experience supervising technical staff, conducting performance evaluations, and providing leadership, mentoring, and workforce development is required

Experience in managing technology operations, service delivery, and infrastructure support in a large enterprise environment is required

Experience with vendor management, contract oversight, budgeting, and software licensing programs is preferred
