Job Description

Provides culturally competent and appropriate behavioral health treatment to people served by Community Counseling Solutions (CCS). The position provides the treatment in accordance with the Oregon Administrative Rules (OAR’s) and the mission and values of CCS. The position works closely with other involved community partners and is professional in all aspects of service delivery. Additionally, this position assists administration in meeting the behavioral health needs of the community.

Depending upon location, this position is supervised by the Clinical Supervisor, Clinical Director or Site Manager.

Supervision Exercised

This position does not supervise other employees.

Responsibilities
  • Provide clinical services to children, adults and families, including screening, assessment, individual and group therapy, consultation, and other allowed clinical services.
  • Actively participate in joint case planning and coordination with agency employees and relevant agency contractors.
  • Act as a liaison between clients and other agencies and act as a client advocate when appropriate.
  • Participate in group and individual supervision sessions.
  • Work with other staff and community representatives to initiate new programs, review, evaluate, and revise existing programs as necessary.
  • Perform joint case planning and coordination in behavioral health with other community agencies such as schools, group homes, police organizations, district attorney’s offices, courts, community clinics, hospitals, and other DHSS agencies.
  • Provide behavioral health and addiction education, prevention, and information to various interest groups.
  • Assist other clinicians in facilitating groups as requested.
  • Provide after‑hours emergency services on a 24‑hour rotating basis to adults and children, including telephone consultation and crisis intervention in the community.
  • Initiate holds, provide civil commitment investigations, and work with hospitals, case workers, the state and other individuals/agencies for all individuals in the civil commitment process.
  • Complete all paperwork in a way that is professional, clinically sound and timely per the OAR’s and other pertinent guidelines, ensuring that all paperwork is present and/or the client record is well maintained.
  • Attend trainings, meetings, conferences, etc. as directed by administration and use the information gathered to benefit the agency and the customers.
  • Provide intensive children’s treatment services.
  • Utilize agency software/computer systems to prepare client records of treatment and reports as necessary and required.
  • Transport clients as required.
  • Administer forms for urinalysis testing (UA’s), provide accurate information on the UA’s to clients, observe the UA in some cases, and record all pertinent information.
  • Report all abuse to the appropriate legal office, complete necessary paperwork and investigations, and develop safety plans as required.
  • Other responsibilities as assigned.
Qualifications

Education and/or Experience

  • MHS IV – Either a doctorate degree from an accredited college in social work, psychology, or another human service related field is required, or a master’s degree with accompanying certification as an Licensed Professional Counselor (LPC), a Licensed Clinical Social Worker (LCSW), or a Licensed Marriage and Family Therapist (LMFT).
  • MHS III – Requires a Master’s degree from an accredited college in social work, psychology, or another human service related field.
  • MHS II with Variance – Must possess a bachelor’s degree and be enrolled or willing to enroll in a Masters program within 4 months of hire.

Certifications

  • Must have or be able to obtain certification from the Department of Human Services as a Certified Mental Health Investigator.
  • Must have or be able to obtain Certified Alcohol and Drug Counselor designation or Certified Gambling Addiction Counselor designation.
Other Skills and Abilities
  • Knowledge of symptoms and challenges faced by people with mental illness and addictions, and ability to acquire such knowledge.
  • Knowledge of relevant OAR’s.
  • Effective verbal and written communication skills and ability to work independently and complete designated tasks in a thorough and timely fashion.

Criminal Background Checks

Must pass all criminal history check requirements as required by ORS 181.536‑181.537 and in accordance with OAR 410‑007‑0200 through 410‑007‑0380. Additionally, each employee, volunteer and contractor must be checked monthly against the OIG and GSA exclusion lists, as well as other federal and state agency lists. Discovery of exclusion or sanctions will result in immediate termination.

Personal Auto Insurance

Must hold a valid driver’s license and personal auto insurance for privately owned vehicles used for CCS business (client service purposes, travel between business offices and the community, required meetings and trainings). Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in property damage, and maintain said level of coverage for the duration of employment. The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.

Physical Demands

Regular use of office automation (computer, phone, typing, reaching). Regular sitting and tasks requiring hands, fingers, and handling small items. Occasional standing, walking, reaching, stooping, kneeling, and/or squatting. May occasionally lift or move up to 30 pounds. Vision requirements include close, peripheral, distance vision and the ability to adjust focus. On‑call rotation may require performance with less than optimal sleep.

Work Environment

Work occurs in an office environment and in the community. Typical office noise is moderate, with occasional loud noises. Community noise varies and may be unpredictable. Some duties require driving long distances. Occasional out‑of‑area travel and overnight stays may be required for meetings and trainings. Work may require responding to environments where a client is in crisis; these environments are unpredictable and may include uneven terrain. The employee must observe normal safety precautions typical of office work.
