Mental Health Program Manager

Work Location: Hybrid: Remote/On-Site in Saint Paul

Hours: Monday - Friday, Daytime Hours

Pay Range: $75,000 - $90,000 annually

Job Summary

The Mental Health Program Manager serves as the clinical manager and designated clinical supervisor for the mental health program. This role provides people leadership, clinical and administrative supervision, coaching, and operational oversight while maintaining a direct client caseload. The Program Manager is accountable for clinical quality, staff performance and development, onboarding, workflow coordination, documentation compliance, regulatory compliance, and day-to-day program operations within the scope permitted by applicable licensure and regulatory requirements.

Primary Job Duties

People Supervision & Staff Support

• Provide clinical and administrative supervision, people leadership, coaching, and day‑to‑day support to Mental Health Professionals, Clinical Therapist Trainees, and master’s-level interns.


• Conduct regular individual supervision and check‑ins with assigned staff to review clinical practice, workload, documentation timeliness and quality, productivity expectations, training needs, and performance.


• Facilitate group supervision as required and provide clinical consultation, including support for staff working toward licensure and guidance on escalated client‑care concerns, within the scope permitted by applicable licensure and board requirements.


• Provide ongoing coaching, feedback, and corrective action in collaboration with leadership and HR when necessary.


• Participate in interviewing, hiring, training, and onboarding new clinical staff in partnership with HR and leadership.


• Ensure clinical staff meet documentation, ethical, practice, attendance, productivity, and organizational standards.

Program Operations & Compliance

• Ensure all mental health client charts are “audit ready” and compliant with PIR policies and DHS and State Board regulations.


• Audit and review clinical records, including Diagnostic Assessments, Treatment Plans, Progress Notes, and other required documentation; provide and document feedback to support quality, timeliness, and compliance.


• Oversee and coordinate client assignments, transitions, and reassignments based on clinical and program needs.


• Maintain compliance with DHS, licensing boards, PIR standards, 245G requirements, and all applicable state statutes and rules.


• Attend required clinical meetings.

Direct Client Services & Caseload

• Maintain a direct client caseload at the level established by leadership based on program needs, staffing levels, supervisory responsibilities, and operational priorities.


• Provide direct clinical services consistent with assigned caseload expectations and program needs.


• Complete timely, accurate, and up‑to‑date documentation for assigned clients.

Team Leadership & Collaboration

• Lead weekly team meetings with mental health staff to address clinical operations, caseload coordination, documentation, program priorities, and team needs.


• Participate in staff and team meetings, receiving supportive supervision as required.


• Lead mental health program development, operations, clinical quality, and quality improvement activities in collaboration with the COO or designee.


• Oversee mental health referrals and ensure timely client assignment.


• Conduct performance reviews for assigned staff in partnership with leadership and HR.


• Complete coaching documentation, performance intervention plans, and related supervisory documentation as needed.

Additional Responsibilities

• If dual‑licensed as an LADC and Mental Health Professional, cover LADC groups during staffing shortages.


• Collaborate with internal teams, referring partners, and external stakeholders.


• Perform other duties as assigned.

Knowledge & Skills

• Effective communicator with strong interpersonal, verbal, and written communication skills.


• Ability to collaborate with internal teams, community partners, referring agents, and other stakeholders.

Required Qualifications

• Master’s degree in Social Work, Counseling, Psychology, or another behavioral health field that meets the educational requirements for Minnesota LICSW or LPCC licensure from an accredited institution.


• Current, unrestricted Minnesota LPCC or LICSW license and eligibility to provide clinical supervision for assigned staff under applicable licensing board and regulatory requirements. Must be actively credentialed and in good standing with all major payers utilized by the organization and maintain required licensure and payer credentialing throughout employment.


• Demonstrated clinical experience providing diagnosis and psychotherapy, along with experience supervising clinical staff, trainees, or interns and supporting program operations.


• Knowledge of DHS, licensing board, clinical supervision, documentation, payer, billing, and program compliance requirements applicable to the role.


• Knowledge and understanding of implications of parts 9530.6405 to 9530.6505, 9543.1000 to 9543.1060, and Minnesota Statutes, chapter 245A, and sections 626.556, 626.557, and 626.5572.


• Knowledge and understanding of implications of MN Statures 245.462 and 256B.0757. Rules 9505.0370 through 3505.371, subp.5, item D. MN statutes 256B.0625, subdivision 20, 245.461 to 245.468, 245.487 to 245.4887, and Minnesota Rules 9505.0322, and 9520.0900 to 9520.0926. Minnesota Statutes 256B.0943and 256B.0623. 256B.02, subdivision 7, paragraphs (b) and (c) and the MN MHCP provider manual for mental health services.


• Clearance of a MN Department of Human Services (DHS) Background Study.

Preferred Qualifications

• Experience supervising clinical staff or interns.


• Experience in community‑based or corrections‑affiliated behavioral health settings.


• Training in evidence‑based modalities.


• Experience with EHR systems and documentation auditing.


• Program development or quality improvement experience.

Work Environment & Physical Requirements

• Work may occur in office, hybrid, or community settings depending on program needs.


• Must be able to remain seated or standing for extended periods while using a computer.
