Location: Remote (ideally within similar time zones of MENA/Europe region)

Purpose / Project Description: Mercy Corps is expanding its portfolio of Market Systems, Private Sector Engagement, and Economic Opportunities programs across the Middle East, North Africa, and Europe. We seek to develop a pool of technical experts with regional knowledge to support business development and program quality. These consultants will assist country teams in designing and implementing high-impact economic recovery and market systems development programs, including proposal writing, assessments, and strategic input.
Technical Coverage: Experts in areas such as Market System Development (Water, Food, Energy), Markets in Crisis, Employment (MSD4E), Job Tech, Green Jobs, Youth Employment, Private Sector Engagement, Financial Inclusion (Digital/Access to Finance), Blended Finance, Social Impact and Climate Finance.
Consultant Objectives: Engage donors, support proposal development, enhance program quality through training, assist in grant implementation, and contribute to evidence and learning initiatives.
Consultant Activities: Activities will be tailored per assignment and may include strategy development, donor engagement, proposal writing, assessments, research, training, and capacity building.
Deliverables: Specific outputs will be agreed upon at the start of each assignment, potentially including strategy documents, communication materials, proposals, assessment reports, and learning pieces.
Timeframe / Schedule: Duration and schedule will be determined per assignment, with details discussed and agreed upon at the start.
Reporting Line: The consultant will report to the Deputy Regional Director - Programs, Middle East, North Africa, and Europe, working closely with the regional teams.
Required Experience & Skills: Bachelor’s degree required; formal training in Market Systems Development preferred. 5-7 years of international development experience, including 3+ years in program management or technical advisory roles. Experience in MENA and Eastern Europe, with fluency in English; Arabic or Russian skills are a plus. Strong writing, presentation, and representation skills are essential.
