Job description

The Medium Equipment Operator for Solid Waste Management performs semiskilled and manual work in the operation of various medium equipment used in the maintenance and operation of the Citrus County Landfill.

• Full-time, field position. Scheduled days rotate, Monday through Friday, 9:00 AM to 5:30 PM, Saturday 7:00 AM to 3:30 PM.
• Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
• Operates primarily roll-off trucks on site at the County Landfill. Operates other equipment including, but not limited to, water truck, dump truck, and mini loader.
• Services and makes minor repairs to various medium equipment, reports major maintenance or repair problems.
• Cleans equipment and maintains all records on equipment.
• Submits weekly reports and records as needed.
• Performs duties of landfill spotter, as needed.
• Performs general labor duties in maintenance and construction.
• Operates heavier equipment on a temporary, emergency or trainee basis, as needed.
• Assists with disaster preparedness and emergency response in event of a natural disaster or other emergency event.
• Performs other duties as required.

Education, Training, and Experience

• High School Diploma or GED equivalent.
• One (1) year experience in the operation and routine maintenance of medium equipment.
• Experience in performing manual labor.

Licenses and Certificates

• Florida Commercial Driver License "CDL" with Class "B" and "N" combination air brakes.
• Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
  • IS-100.c: Introduction to the Incident Command System (ICS); and
  • IS-700.b: An Introduction to the National Incident Management System

Skills and Abilities

• Ability to work rotating schedule (may include weekends and holidays).
• Ability to effectively perform work in moderate to extreme exposure to one or more disagreeable conditions, including but not limited to, irate customers, inclement weather, excessive noise, extreme temperatures, odors, or dust.
• Must have sufficient physical strength, agility, and stamina to perform assigned tasks under adverse conditions.
• Knowledge of the principles and practices of operating various types of medium to heavy equipment.
• Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.

Physical Requirements/Work Environment

• Requires a combination of sitting, standing, and walking.
• The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 50 pounds.
• The job requires frequent bending and balancing, and on occasion squatting, kneeling, throwing, twisting, and reaching above shoulders.
• The job requires the completion of tasks that involves simple grasping, pushing, pulling, operating foot controls/levers, and driving automotive equipment.
• The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
• The job may risk exposure to adverse weather, moving machinery, fumes and gases, and extreme noise.

Emergency Response/Recovery Activities

• All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.

Must successfully pass a criminal background check, pre-employment physical examination, and drug screen. Drug screens will be in accordance with the Drug Free Workplace Act and/or the Omnibus Transportation Employee Testing Act of 1991.
