Job summary

CVS Health is seeking a Senior Manager, Strategic Programs Business Solutions Liaison in Scottsdale to lead business-side delivery of complex, technology-enabled initiatives within Medicare. Qualifications

• Minimum 5-8 years experience supporting Medicare Advantage, Special Needs Plans, Medicaid, or adjacent healthcare programs.
• Demonstrated success leading cross-functional initiatives involving business stakeholders, enterprise systems, and technology partners.
• Strong ability to translate business needs into structured requirements and delivery plans.
• Proven analytical, problem-solving and root-cause analysis skills.

Responsibilities

• Lead the business-side delivery of complex technical and operational initiatives from scoping through implementation and stabilization.
• Translate strategic business priorities into actionable requirements, business process needs, delivery plans, and decision-ready recommendations.
• Serve as the primary business liaison across internal stakeholders, enterprise IT teams, and external vendor partners.
• Manage business production support for assigned initiatives, including issue triage, defect tracking, root cause analysis, and resolution follow-through.
• Monitor recurring system and process issues, identify patterns, and recommend improvements that strengthen performance, reliability, and business outcomes.
• Build and maintain business process flows, operating frameworks, and executive-ready materials that support stakeholder alignment and decision-making.
• Facilitate cross-functional collaboration to ensure solutions are delivered on time, aligned to business needs, and adopted effectively by stakeholders.
• Communicate project status, risks, dependencies, tradeoffs, and recommendations clearly to both technical and non-technical audiences.
• Ensure solutions align with business priorities, compliance expectations, and operational requirements within a regulated Medicare environment.
• Proactively manage timelines, risks, open issues, and execution barriers to maintain momentum and support successful outcomes.
• Apply strong judgment, persistence, and analytical rigor to investigate complex issues and drive practical resolution.
