Qualifications

• 10+ years of overall mechanical engineering experience in pharmaceutical, biotech, life sciences, or other highly regulated industries.
• Minimum 5 years of experience in OSD design or pharmaceutical project engineering environments.
• Strong experience with mechanical design evaluation and third-party design review.
• Demonstrated experience with non-process/facility utility systems such as PW, compressed air, chilled water, HVAC and facility utilities.

Responsibilities

• Serve as the Owner’s Representative for mechanical engineering and provide technical oversight of third-party engineering contractors.
• Review, evaluate, and verify third-party mechanical designs, engineering calculations, drawings, specifications, and technical deliverables.
• Conduct detailed design evaluations to ensure mechanical systems meet project requirements, applicable standards, and operational needs.
• Review engineering designs for non-process utility systems, including Purified Water, Compressed Air, Chilled Water, HVAC-related mechanical systems, and plant utilities.
• Identify design gaps, inconsistencies, constructability concerns, and potential technical risks.
• Provide technical comments and recommendations to third-party engineering firms and follow through on design revisions.
• Participate in design review meetings and interdisciplinary coordination meetings with engineering contractors and equipment vendors.
• Review P&IDs, equipment specifications, mechanical layouts, utility distribution systems, calculations, and related documentation.

Position Overview

We are seeking experienced Mechanical Engineers to support a major pharmaceutical OSD project in Carolina, Puerto Rico. The Mechanical Engineer will work as an Owner’s Representative, providing technical oversight and verification of third-party engineering designs, with a primary focus on non-process mechanical utility systems supporting an OSD facility.

This position is focused on engineering design and project execution and is not intended for candidates whose primary background is manufacturing, Quality, or validation.

Key Responsibilities

• Serve as the Owner’s Representative for mechanical engineering and provide technical oversight of third-party engineering contractors.
• Review, evaluate, and verify third-party mechanical designs, engineering calculations, drawings, specifications, and technical deliverables.
• Conduct detailed design evaluations to ensure mechanical systems meet project requirements, applicable standards, and operational needs.
• Review engineering designs for non-process utility systems, including:
• Purified Water (PW)
• Compressed Air
• Chilled Water
• HVAC-related mechanical systems
• Plant and process-support utilities
• Other facility mechanical utility systems
• Identify design gaps, inconsistencies, constructability concerns, and potential technical risks.
• Provide technical comments and recommendations to third-party engineering firms and follow through on design revisions.
• Participate in design review meetings, interdisciplinary coordination meetings, and technical discussions with engineering contractors and equipment vendors.

• Verify that third-party designs align with approved project requirements, facility needs, and applicable pharmaceutical engineering standards.
• Coordinate with process, electrical, automation, architectural, and other engineering disciplines to resolve design interfaces and conflicts.
• Support project execution from detailed design through construction and implementation as required.
• Provide technical guidance to project stakeholders and ensure timely resolution of mechanical design issues.

• Ability to identify design deficiencies and provide practical engineering solutions.
• Strong project coordination and communication skills.

Preferred Qualifications

• Pharmaceutical OSD facility design/project experience.
• Experience supporting major pharmaceutical CAPEX projects.
• Experience working with EPC, EPCM, engineering consultants, equipment vendors, and construction contractors.
• Knowledge of applicable pharmaceutical facility engineering standards and industry practices.
• Experience with design reviews, constructability reviews, interdisciplinary coordination, and project execution.
• Previous experience supporting projects in Puerto Rico or U.S. pharmaceutical manufacturing facilities.
