In this dual-function role, you will oversee day-to-day Construction Materials Testing (CMT) operations and field inspection projects while driving business growth.

You will lead project execution, manage client relationships, identify new opportunities, and author winning technical proposals.

Qualifications

Bachelor’s degree in Civil Engineering, Construction Management, Geology, or related technical discipline required.
PE or EIT license preferred.
ACI, ICC, NICET III/IV Construction Materials Testing certifications are a plus.

Job description

We are seeking an experienced and drive-oriented Materials Testing Project Manager to join our growing engineering team. In this dual-function role, you will oversee day-to-day Construction Materials Testing (CMT) operations and field inspection projects while serving as a key driver for business growth.

You will lead project execution, manage client relationships, identify new business opportunities, and author winning technical proposals. The ideal candidate blends technical expertise in construction materials testing (concrete, soils, asphalt, structural steel) with strong commercial acumen and exceptional proposal-writing skills.

Job Summary

Key Responsibilities

1. Project Management & Technical Leadership

Oversee and manage Construction Materials Testing (CMT) projects from award through completion, ensuring quality control, safety compliance, and profitability.
Serve as the primary point of contact for clients, general contractors, developers, and structural engineers.
Coordinate, schedule, and supervise field technicians, laboratory staff, and inspectors.
Review, sign, and finalize engineering test reports (soils, concrete, masonry, asphalt, and structural steel) for accuracy and industry standard compliance (ASTM, AASHTO, ACI, local building codes).
Monitor project budgets, billings, and revenue forecasts, ensuring projects are delivered on time and within scope.

2. Business Development & Client Strategy

Actively identify and pursue new business opportunities within the regional commercial, civil, infrastructure, and industrial construction markets.
Build and nurture long‑term strategic relationships with target clients, including general contractors, architects, civil engineers, developers, and public agencies.
Attend industry networking events, trade association meetings (e‑g., AGC, ASCE, SAME), and client presentations to promote company capabilities.
Conduct market research to identify upcoming public and private sector projects during early planning phases.

3. Proposal Writing & Estimating

Lead the end‑to‑end proposal development process for CMT and geotechnical inspection services.
Review Request for Proposals (RFPs), Requests for Qualifications (RFQs), and scope requirements to develop tailored win strategies.
Calculate project unit rates, labor hour estimates, lab testing fee schedules, and total project pricing.
Write clear, accurate, and persuasive technical content, scopes of work, and executive summaries.
Coordinate cross‑functional input from senior engineers, legal, and safety teams to ensure complete and compliant submissions.

Qualifications & Requirements

Education & Certifications

Education:Bachelor’s degree in Civil Engineering, Construction Management, Geology, or a related technical discipline required.
Professional Registration:PE (Professional Engineer) or EIT (Engineer‑in‑Training) license is preferred.
Relevant Certifications (A plus):ACI, ICC, NICET Level III/IV in Construction Materials Testing.

Experience

5+ years of experience in Construction Materials Testing (CMT), special inspections, or geotechnical engineering services.
Minimum 2–3 years of proven experience in project management, client management, and proposal preparation.
Track record of successfully bidding and winning public/private sector testing contracts.

Skills & Competencies

Technical Knowledge:Deep understanding of ASTM/AASHTO testing standards, building codes, construction inspection practices.
Proposal & Cost Estimating:Proficiency in unit‑rate pricing, drafting detailed scopes of work...
Communication:Exceptional written and verbal communication skills; comfortable presenting to key stakeholders and executive leadership.
