Major Duties

  • Loads and unloads freight on or from trucks or other conveyances and packs and unpacks boxes, cartons, and other containers.
  • Determines quantities of material on hand by counting, weighing, or measuring.
  • Identifies freight by piece and item on Government Bills of Lading (GBL), DD1348’s, Material Movement Documents (MMD), Delivery Control List (DCL), requisitions, carrier arrival notices, and other transportation documents.
  • Performs count and damage record discrepancies.
  • Processes material from receiving areas to storage areas.
  • Operates material handling equipment (MHE) such as forklifts, trucks (gas and electric), hand and electric pallet trucks, pallet jacks, and stock picking carts.
  • May be required to shovel snow and sand walkways, loading areas, docks, and sweep floors, loading docks, ramps, and outside areas to perform duties.
  • May be required to attend nuclear, radiological, sub-safe/level I, Controlled Industrial Material (CIM), and Scope of Certification (SOC) training to be qualified to handle all types of materials.

Qualification Summary

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. The SOE and minimum qualifications for this position is: Ability to do the work of a Materials Handler without more than normal supervision (SOE): Perform the common tasks of the job to be filled but under close supervision, such as handling materials, carrying weights up to 44 pounds unassisted, operating power and hand tools, and having the ability to measure materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Effort: Regularly handles weights up to 44 pounds unassisted, with carries up to 50 feet. Material handling devices and assistance of other workers are available for handling especially heavy items. Heavy exertion is frequent. Constant kneeling, crouching, stooping, walking, and climbing up and down material handling equipment is required. In addition, extended use of the hands to input data on computers is required. Regular unscheduled overtime may occur. Working Conditions: Most work is performed indoors, but due to the nature of the business, unloading, loading, and moving material on work sites, the incumbent may have long-term exposure to weather and temperature extremes. Is exposed to the hazards of forklifts, trucks, and cranes operating in close proximity. Must be careful of splinters, cuts, and jamming of fingers or toes in handling of materials.
