THIS POSITION REQUIRES SHIFT WORK, SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS, HOLIDAYS, AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS.

Intermediate level position, responsible for performing technical work in utility mapping. Requires advanced AutoCAD 3D Map and G.I.S. experience. Facilitates the development of public trust and confidence in the City and its Utility.

This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.

• Keeps the mission, vision, and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
• Retrieves and/or creates maps, drawings, sketches, etc. in response to requests by utility staff.
• Provides technical support and creates display materials used by the utility for various presentations.
• Reviews and interprets Utility improvement design.
• Makes field inspections to verify or gather field data as necessary using land surveying methods and instrumentation.
• May be required to retrieve field data for design purposes.
• Updates the Utility Infrastructure Map as necessary.
• Reads and interprets engineering plans; legal descriptions; plats and right-of-way maps; profiles; topographic maps; as-built drawings.
• Operates personal computer systems/programs to plot maps for various Utility Divisions.
• Maintains accurate and legible notes and files for assigned projects.
• Works with the Mapping Supervisor and staff to establish and manage the CAD standards for layers, blocks, drawing naming and file distribution.
• Makes recommendations of processes and procedures related to oversight and maintenance of the CAD Mapping System.
• Reads and Interprets survey plats, topographic maps, construction layouts, record drawings, etc. and coordinates their inclusion into Utility infrastructure maps and Public Works Department infrastructure maps.
• Acts as a liaison between the Utility and consulting engineering firms and/or construction firms related to the mapping of utility infrastructure.
• Coordinates field inspections to verify and/or gather field data using land surveying methods and instrumentation to ensure the accuracy of the data.
• Coordinates with Public Works staff for residential site plans approved for construction for the inclusion of the building footprints into Utility Department infrastructure maps and Public Works infrastructure maps.
• Uses Feature Manipulation software for data translation from CAD to DWF and CAD to GIS.
• Utilizes ArcMap and Catalog for the development and maintenance of GIS data and maps.
• Enters data containing technical terminology.
• Coordinates directly with the Public Works Survey, Geomatics & G.I.S. Division to manage common infrastructure assets and attribute data.
• Coordinates the collection of survey field data by other utility divisions.
• Prepares Request for Information maps to various departments, consultants, contractors, and residents.
• Works during emergency situations as required.
• Other duties as may be assigned.

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited high school or possession of an acceptable equivalency diploma supplemented by college level coursework in digital drafting and land surveying mathematics required. A combination of five (5) years AutoCAD drafting and design experience required. One (1) year of G.I.S. Data/ArcMap experience preferred. Possession of valid Florida Driver's License and maintenance of clean driving record required.

• Skilled in the use of surveying instruments including electronic total stations, electronic field books, and GPS devices.
• Intermediate knowledge of civil/CAD software including survey and cogo modules or other related software.
• Knowledge of general construction specifications and blueprints.
• Skilled in the use of GNSS/GPS equipment.
