Job summary

NYS Department of Transportation is seeking a technically skilled Mapping/Photogrammetry professional. The role involves using photogrammetric workstations, LiDAR data processing, and coordinate effort with regional design staff to meet project requirements.

Responsibilities include managing aerial imagery acquisitions with UAS, creating 3D models and orthoimagery, and ensuring project schedules and technical specifications are met.

Duties Description

This position will be located in the Office of Design, Design Mapping and Automation Bureau.

A remote pilot certificate with a small UAS rating at hire or by end of probation is preferred.

Duties may include, but are not limited to, the following:

• The use of digital photogrammetric workstations for the compilation of mapping projects, digital terrain, and orthoimagery following standard specifications and procedures. May also perform special tasks and assignments including aerotriangulation measurement, aerotriangulation adjustment, and special LiDAR mapping.
• The review and edit of digital photogrammetric mapping and digital terrain following standard specifications and procedures. May also perform special tasks and assignments including contract vendor mapping review or digital terrain accuracy analysis.
• The acquisition and evaluation of aerial photography, point cloud data (LiDAR), and stereocompilation services by private firms. Coordination with regional design staff to determine project requirements. Preparation of written correspondence and specifications. Development and monitoring of project schedules and technical requirements.
• The use of Uncrewed Aerial Systems (UAS) to acquire aerial imagery. The creation of 3D models, orthoimagery, and point cloud data from the UAS imagery. Preparation of written correspondence and specifications regarding the Photogrammetry Section UAS program. Development and monitoring of project schedules and technical requirements for UAS projects.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Qualifications

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Either 1. Five years of technical experience in the fields of mapping or digital photogrammetry.

Or

• A bachelor’s degree, including or supplemented by 15 semester credit hours in remote sensing, statistics, spatial analysis, CADD, UAS mapping and aviation, cartography, LiDAR, Geographic Information Systems (GIS), surveying, and/or photogrammetry.
• Use of GIS or CAD tools to create high accuracy base maps through digitizing and other data entry methods, in accordance with industry-accepted and well documented base mapping specifications and procedures, which may form the foundation of GIS user applications will be considered mapping experience (or photogrammetric experience if applicable). Experience limited to automatically generated CAD or GIS map creation will NOT be considered as appropriate experience.
• You must include, with your application, a transcript or a list of qualifying courses showing the name of the course, the number of semester credit hours, dates of completion, the college or university attended, and whether the course is at the graduate or undergraduate level.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Vision Test: A vision test including near vison, far vision, and stereo vision will be required prior to appointment. Additional Comments

Applicants must be currently authorized to work in the United States on a full-time basis.

• For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
