Responsibilities

• Develop, implement, and evaluate CVN training programs and long-range training plans.
• Analyze course evaluations, quotas, and crew training needs to identify gaps.
• Assess manning, allocation, budgeting, and assignment factors for readiness.
• Determine optimal crew sizing and associated costs for maintenance phases.
• Produce trend analyses from maintenance and training data and present findings.
• Prepare daily readiness updates and reports for IPT meetings.
• Coordinate readiness guidance with CNAL/CNAP codes and support bids if needed.

Reporting to the Program Manager, theManning/Training Specialist will provide subject matter expertise on U.S. Navy training requirements, crew manning, and personnel manning requirements to the CVN Readiness Operations Center (ROC), supporting Commander, Naval Air Forces, Atlantic (CNAL), Code N47. This position combines training program development/assessment with billet assignment and manpower analysis to support aircraft carrier readiness across the Nimitz and Gerald R. Ford classes.

This is acontingent position expected to be located in Norfolk, VA. The pay range for the position will be provided at the time the position is no longer contingent.

What You'll Do

• Develop, implement, and evaluate CVN training programs, including long-range training plans, training needs assessments, and quarterly/yearly training assessments reported to command leadership.
• Analyze command-level course evaluations, training quotas, and crew training/procedure development to identify gaps and recommend improvements.
• Analyze military manning, allocation, placement, and assignment factors — including manpower requirements, budgeting, and
• Maintenance Phase Manning — to determine optimal crew sizing and total ship operating/support costs.
• Collect and analyze maintenance, training, and manning data (CSMP, CASREP, INSURV, OaRS, MFOM, DRRS-N, NDE) to produce statistical and graphical trend analyses for CVN readiness.
• Facilitate daily CVN readiness updates for internal/external stakeholders using Microsoft Office, and generate reports, dashboards, and presentations for Integrated Product Team meetings.
• Analyze the impact of ICAVs on Acquisition Workforce Programs and coordinate with CNAL/CNAP codes (primarily N1) to develop Carrier Readiness guidance.
• Bid and proposal support if requested.
• Other duties as assigned.

What We're Looking For

Required Qualifications:

• An active secret clearance is required to be considered for this position.
• HS Diploma required.
• Ten (10) years of experience providing developing, implementing, administering, and evaluating Navy training programs, including training needs assessments and long-range training planning for aircraft carriers, as well as military manning, allocation, placement, and assignment, including manpower requirements analysis and budgeting and cost implications.
• Excellent verbal and written communication skills, including the ability to effectively communicate technical findings both verbally and in writing to XO/CO-level personnel and senior Navy leadership.
• Demonstrated problem-solving skills.
• Must possess basic computer literacy and data entry skills.
• Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
• Strong attention to detail and organizational skills.
• Must possess strong time management skills.
• Must be able to work in a fast-paced, changing, and challenging environment.
• Travel Required 10% travel required.
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

• Proficiency in Training and Education Report (ITERs) and Enlisted Manning Inquiry Report (EMIRS) systems.
• Fluent knowledge of Naval Aircraft Carrier references and standards per Naval Instructions.
• Three (3) years of experience comparing manning requirements across new vs. legacy CVN classes.
• Strong self-initiative and ability to multi-task in a dynamic, distributed team environment.
• Ability to brief senior-level Navy personnel and present training/manning status in leadership forums.

Physical Requirements:

• Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
• The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities.
