Founded in 2004, BME Strategies is a Massachusetts-based consulting firm specializing in providing Public Health design and implementation programming for local, regional and state governments.

Position Overview

As part of the BME Strategies Management Team, the Managing Consultant, Monitoring, Evaluation, and Assessment (MEA) plays a pivotal role in shaping the firm’s strategic direction in public health measurement, impact assessment, and data-driven decision-making. This role is essential to ensuring BME Strategies’ reputational, operational, cultural, and financial success.

Managing Consultants serve as Practice Leads. The MEA Practice Lead will guide the firm’s monitoring and evaluation strategy, providing technical oversight, and leading high-quality, evidence-based assessments of public health initiatives. They work collaboratively across multiple stakeholders, translating complex public health data into actionable insights that drive program effectiveness and policy decisions.

Key Responsibilities

Strategic Leadership

  1. Develops and executes a strategic vision for the Monitoring, Evaluation, and Assessment (MEA) practice area, ensuring alignment with public health best practices and client needs.
  2. Forecasts resource needs to support current and future public health evaluation projects, ensuring scalability and impact.
  3. Monitors emerging trends, tools, and technology in public health data analysis, epidemiology, and program evaluation to inform client strategies.
  4. Establishes and tracks key performance indicators (KPIs) to measure success and impact of the firm’s MEA practice.
  5. Provides expertise and capacity-building support across all BME Strategies practice areas, including health equity, policy, and program implementation.

Business Development

  1. Designs and scopes evaluation and assessment projects, ensuring that methodologies align with public health best practices, epidemiological principles, and community needs.
  2. Provides strategic and technical advisory support for all client engagements within the MEA practice area, ensuring that findings inform data-driven decision-making.
  3. Develops evaluation frameworks, logic models, and mixed-methods approaches (qualitative and quantitative) to assess public health program outcomes.
  4. Ensures project contracts remain current, accurate, and compliant with funding and regulatory requirements.

Monitoring, Evaluation, and Data Analysis

  1. Leads the design, implementation, and analysis of monitoring and evaluation (M&E) frameworks for public health programs, using mixed-methods research approaches and incorporates the use of AI into our M,E, and DA systems and processes.
  2. Conducts advanced data analysis using statistical software such as R, SAS, Stata, Python, and data visualization tools like Tableau, Power BI.
  3. Applies epidemiological and biostatistical methods to analyze program outcomes, detect trends, and measure intervention effectiveness.
  4. Develops and manages public health dashboards, ensuring that data insights are accessible and actionable for stakeholders.
  5. Translates complex public health data into clear, concise reports for diverse audiences, including government agencies, health organizations, and policymakers.

Stakeholder & People Management

  1. Manages and mentors Associate and Consultant-level staff working in the MEA practice area.
  2. Provides continuous, constructive feedback to enhance the professional growth of team members.
  3. Leads performance management and staff development efforts in partnership with the Director of Operations.
  4. Builds strong relationships with public health agencies, funders, and cross-sector partners to support collaboration and impact.
Requirements

Required:

  1. Master’s degree (MPH, MS, or related field) with a specialization in public health, epidemiology, biostatistics, data science, or program evaluation.
  2. 6-12 years of progressive, relevant experience in public health monitoring, evaluation, and assessment.
  3. 5+ years of experience working directly with clients in a consulting or professional services environment.
  4. 3+ years of project leadership and oversight experience, including managing large-scale public health evaluation projects.
  5. 3+ years of experience in people management, including mentoring and supervising teams.
  6. Deep expertise in monitoring, evaluation, and assessment (MEA), including mixed methods research, data visualization, and performance measurement.
  7. Strong proficiency in data analysis, using statistical software (e.g., R, SAS, Stata, Python) and data visualization platforms (e.g., Tableau, Power BI).
  8. Experience leading business development activities, including proposal development, contracting, and networking.
  9. Exceptional presentation and communication skills, with the ability to convey complex concepts to diverse audiences.
  10. Ability to adapt to ambiguity, transitioning between high-level strategic planning and detailed technical deliverables.
  11. Expertise in translating data insights into policy recommendations and actionable program improvements.

Preferred:

  1. PhD with a specialization in public health, epidemiology, biostatistics, data science, or program evaluation.
  2. Experience working on public health initiatives at the local, regional, or state level.
  3. Knowledge of public health informatics, surveillance systems, and electronic health records (EHRs).
  4. Experience in environmental health assessments, health equity research, and social determinants of health analysis.
  5. Prior experience securing funding for public health research and program evaluations.
Working Conditions
  1. Remote work, with occasional travel to client sites, conferences, or meetings as required.
  2. Ability to work independently and as part of a team in a fast-paced consulting environment.

Expected range is $100,000 to $140,000/annually
