Position Description

The Interim Clinical Managing Director (CMD) leads the team providing case management, clinical, and administrative services to tenants to promote wellness, recovery, rehabilitation, and housing stability. CMD will, also, provide clinical oversight and leadership to the 95th housing team with the goal of improving client engagement, motivational interviewing and case management skills. The CMD will be responsible for leading administrative pieces including but not limited to securing rental subsidies, monitoring program occupancy, operations, and overall transition of the program as required by the funder. This is a temporary position to provide the program at 95th Street with additional coverage. This does not impact other clinical duties at the other scatter site housing programs.

Client populations can or will include formerly homeless single adults possibly living with HIV/AIDS, many with co-occurring substance use and mental illness, formerly homeless veterans. The CMD provides individual supervision to the entire staff in clinical skills development and support within a client-centered, harm reduction framework. The CMD works in close collaboration with the Vice President of Housing and Chief Strategy and Program Administrator to assist with programmatic planning and to successfully transition operations to the next level of care as defined by the funder. This will include helping to lead clinical needs assessment in addition to support and evaluation to staff to ensure the highest level of services and to meet the goals as described in the contract between Harlem United and Human Resource Administration.

Essential Job Functions

The following duties are mandatory requirements of the job:

  • Assures compliance with all funder and agency requirements.
  • Supervise administrative and program staff at 95th Street to ensure standard of care and coordination of ongoing services.
  • Recommend clinical approaches to be applied to the program that help facilitate housing stability for clients.
  • Coordinates the activities of staff to ensure that contract deliverables are met.
  • Supervise housing placements for existing tenants at 95th St. into permanent housing.
  • Conduct individual and supervision with all staff on a regular basis.
  • Conduct regular chart reviews for Housing (95th Street, HRA and NYNY Scatter Site) clients.
  • Oversee client case conferences and crisis interventions as needed.
  • Supervises and guides staff in the process of conducting case conferences and communication with tenants around rent payments and next step housing.
  • Ensure tenants are getting timely referrals and coordinated care regarding addressing their mental health, substance use, physical health, benefits, and other needs.
  • Communicates and coordinates with Property Management and Maintenance to ensure timely access and maintenance of the program's housing units.
  • Performs other related work as assigned.

Other Responsibilities

The following duties are to be performed as assigned by the supervisor:

  • Provide linkage to medical and other service providers.
  • Ensure quality of program services per program policies and funding requirements.
  • Provide clinical and supervisory coverage to staff as needed.

Education and Certification

The successful candidate will have a master's degree (LMSW, LCSW, LMHC) and at least five years' experience working with substance use and chronic medical (particularly HIV/AIDS) formerly homeless populations. At least two years' experience supervising clinical and/or case management staff. Experience in program management is also a plus.

  • Basic computer literacy (MS Word, Outlook/email)
  • Excellent oral and written communication skills.
  • Team building and leadership skills.
  • Competency in making differential diagnoses using the DSM-5 manual.
  • Experience working with social service systems in New York City, including HRA/HASA and DHS.
  • Proficiency in individual counseling and group facilitation.
  • Experience with and commitment to a Harm Reduction Model.
  • Experience with Trauma Informed Care, Motivational Interviewing and CBT Models of service provision.
  • Familiarity and commitment with Housing First approach to housing service delivery.
  • Candidate must have a strong sense of commitment to Harlem United's mission.
