POSITION DESCRIPTION:

Under the direction of the assigned administrator the Manager of Work-Based Learning plans, develops, implements, and evaluates work-based learning and workforce development initiatives that support student career readiness and employment outcomes. The Manager of Work-Based Learning develops and maintains partnerships with employers, industry representatives, workforce agencies, and community organizations to expand internships, apprenticeships, career exploration and other experiential learning opportunities for students. The position coordinates workforce initiatives aligned with instructional programs and regional labor market needs, oversees program operations, and ensures compliance with grant and program requirements.

REPRESENTATIVE DUTIES

  • The duties of the Manager of Work-Based Learning may include, but not be limited to, the following:
  • Lead and coordinate workforce and work-based learning programs, including internships, apprenticeships, job shadowing, work experience education, and other experiential learning opportunities aligned with student educational and career pathways.
  • Develop, strengthen, and maintain partnerships with employers, workforce agencies, labor organizations, community partners, and regional consortia to expand career opportunities, support workforce initiatives, and enhance employer engagement activities.
  • Collaborate with faculty, instructional divisions, student services, and workforce partners to align workforce programs with academic, Career Technical Education (CTE), adult education, and career readiness goals, while supporting student recruitment, retention, transition to employment, and career advancement.
  • Support the development, implementation, and administration of workforce and grant-funded initiatives, including employer agreements, apprenticeship programs, outreach strategies, policies and procedures, compliance activities, and program operations in accordance with state and federal regulations
  • Coordinate student and employer engagement activities, including career readiness training, job fairs, employer information sessions, advisory committee support, digital job platform engagement, placement follow-up, and ongoing support to promote successful employment outcomes and living wage opportunities.
  • Analyze workforce, labor market, and program performance data to support strategic planning, program evaluation, institutional reporting, grant compliance, and continuous improvement efforts.
  • Represent the College in regional workforce development initiatives, partnerships, and collaborative efforts to advance workforce education, economic development, and employer engagement priorities.
  • Facilitate the development and implementation of systems, processes, and documentation to support effective program coordination, data tracking, compliance, and high-quality work-based learning experiences.
  • Supervise and coordinate staff, student workers, and program support personnel involved in workforce and work-based learning initiatives.
  • Perform other related duties as assigned.
Required Qualifications:

EDUCATION AND EXPERIENCE

REQUIRED QUALIFICATIONS:

Bachelor's degree in business administration, public administration, education, workforce development, human resources, or a related field.

Three (3) years of progressively responsible experience in workforce development, career services, employer relations, job placement, or work-based learning programs.

Experience coordinating programs, projects, or initiatives in an educational, workforce, or community-based setting.

Demonstrated ability to work effectively with diverse populations.

DESIRED QUALIFICATIONS:

Experience developing partnerships with employers or industry representatives.

Experience working in a community college or higher education environment.

Experience managing workforce or career services programs.

Experience supervising staff or coordinating program teams.

Experience working with grant-funded programs such as Strong Workforce, Perkins, or apprenticeship initiatives.

Knowledge of regional workforce development systems and employer engagement strategies.

COMPENSATION AND BENEFITS

SALARY RANGE: $92,333 - $123,735 (depending upon education and experience)

The College provides a diversified insured benefit program for all full-time employees, including medical, dental, vision and life insurance. Dependent medical, dental and vision insurance is available, toward which the College and the employee may contribute.

Paid sick leave is granted equal to one day for each month of service. Sick leave may be accumulated indefinitely. Rather than State Disability Insurance, limited sick-leave benefits are available for days beyond the earned sick-leave days. Long-term disability income-protection insurance is also available.

Full-time employees contribute a percentage of their regular salary to either the State Teachers' Retirement System (STRS) or to the Public Employees' Retirement System (PERS) and Social Security.

LICENSE AND/OR CERTIFICATE

A valid California driver's license may be required.

PHYSICAL DEMANDS

While performing the duties of this position, the employee is regularly required to sit, stand, walk, speak, and hear. The employee frequently uses hands to operate office equipment including computers and telephones. The employee may occasionally lift and move objects weighing up to 25 pounds.

WORKING CONDITIONS

Work is performed primarily in an office environment with occasional travel to employer sites, community organizations, and workforce development events. The position may require attendance at evening or weekend activities such as job fairs, workshops, and employer engagement events.

CONDITIONS OF EMPLOYMENT
