Job description

Under the direction of the Senior Manager, Surveillance Operations, the Manager, Surveillance Operations Shift oversees surveillance activities across all tribal enterprises, ensuring effective monitoring through live observation and video review to detect and respond to incidents. This role leads the Surveillance Monitor Room team, aligning operations with organizational goals and evaluating performance for compliance with established procedures while ensuring adherence to gaming laws and regulations across all venues and escalates significant incidents to senior leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Oversees and ensures comprehensive monitoring of all tribal enterprises, including casino gaming operations and related activities, through live observation, video review, and/or casino programs that support the gaming operations of the casino that detect cheating, advantage play, criminal or fraudulent behavior, suspicious incidents, injuries, illnesses, and violations of departmental policies and procedures.
  • Directs and supports the operations of the Surveillance Monitor Room by implementing and aligning team activities with organizational goals; establishes work schedules and assignments, evaluates team performance through visual observation and report review, and verifies task completion to ensure adherence to established procedures and standards.
  • Demonstrates extensive gaming knowledge of casino table games, related equipment and gameplay techniques including awareness of emerging cheats and scams. Provides strategic recommendations to enhance game protection or mitigate risks through cost-effectiveness within surveillance operations.
  • Implements Surveillance Department protocols and strategic initiatives, aligning daily operations with the key priorities of the Yuhaaviatam of San Manuel Nation (YSMN) and the San Manuel Tribal Gaming Commission (SMTGC) to ensure regulatory compliance, and organizational alignment.
  • Contributes to the recruitment and onboarding of operations personnel and facilitates the development and execution of ongoing training; collaborates with Surveillance Senior Management to recommend enhancements to departmental standards, ensuring effective coaching, mentoring, and performance development of team members.
  • Prepare and assist with a range of operational reports detailing weekly, monthly, and annual activities or incidents across Yaamava’ Resort & Casino (YRC), and properties owned and operated by the Yuhaaviatam of San Manuel Nation (YSMN) ensuring accurate documentation and timely submission.
  • Ensures the accuracy of incident reports by reviewing, analyzing, and confirming surveillance footage; promptly communicates significant incidents directly to Surveillance Senior Management to ensure timely awareness and appropriate response.
  • Ensures compliance with all applicable gaming laws and regulations across the Casino, Yaamava’ Podium, Hotel, Event Center, Pool Deck, Retail, and Food & Beverage venues, including but not limited to the National Indian Gaming Commission’s Minimum Internal Control Standards (MICS) for Class II and III gaming, the U.S. Bank Secrecy Act ("Title-31"), the Tribal-State Gaming Compact, Tribal Gaming Ordinances, and the Team Member Handbook.
  • Performs other duties as assigned to support the efficient operation of the department.
SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

EDUCATION, EXPERIENCE AND QUALIFICATIONS
  • A Bachelor’s degree in criminal justice, accounting, law, psychology or related field required.
  • A minimum of three (3) years’ experience in casino surveillance or related field required.
  • A minimum of three (3) years’ experience managing functions, teams or departments required.
  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)

Strong verbal and written communication skills with the ability to communicate and or conduct presentations to staff, Executives and/or Senior Leadership. Must possess upper-intermediate proficiency in Microsoft Office Suite (Word, Excel, and Outlook), commercial database systems, and internet research skills. The ability to successfully pass an internal certification on all table games offered at Yaamava’ Resort & Casino within the first six (6) months is required.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license. Certified Surveillance Professionals (CSP) certification preferred. Driving Responsibilities: Role requires regular commuting between locations. A valid driver's license and vehicle insurance with minimum liability limits is required. Role will not operate or drive Tribe-owned vehicles or patron vehicles.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT

The physical demands and working environment described here are representative of those that an employee encounters and must be met by an employee to successfully perform the essential functions of this job. Primary work environment is in a climate-controlled office setting. Work requires travel to attend meetings, trade shows, and conferences. Incumbents may be required to work evening, weekend and holiday shifts. Must be able to work in a fast-paced, high-demand environment. Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally. Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions. Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone. Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone. Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility. Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties. Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
