Job summary

Northrop Grumman Aeronautics Systems has an opening for a Manager Subcontracts 2 to join our team in the Global Supply Chain. This leadership role is located onsite in Melbourne, Florida, and requires a Top Secret clearance.

The candidate will develop subcontracts, manage bid packages, negotiate terms, and lead a small team while coordinating with contracts administration and purchasing. A strong background in aerospace/defense subcontracts and FAR/DFARS is essential.

Qualifications

• Bachelor’s degree with 5+ years in Subcontracts or Contracts, or equivalent Master’s degree with 3+ years.
• Aerospace & Defence Subcontracts experience with FAR/DFARS.
• Experience presenting to internal/external management.
• Minimum 2 years leading a team, process, and/or projects.
• Ability to obtain US Government Secret and Top Secret clearance.

• Develop subcontract specifications, work statements, and terms and conditions for procurement of specialized materials, equipment, or services.
• Prepare bid packages, conduct bidders conferences, analyze proposals, negotiate provisions, select or recommend subcontractors, write awards, and administer subcontracts.

• Collaborate with contracts administration and purchasing to develop subcontract policies and procedures.

Description

Northrop Grumman Aeronautics Systems has an opening for a Manager Subcontracts 2 to join our team of qualified, diverse individuals in the Global Supply Chain organization. This leadership position will be located onsite in Melbourne, Florida.

Essential Functions

• Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
• Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
• Negotiates and coordinates additions, deletions, or modifications to subcontracts.
• Participates with contracts administration and purchasing to develop subcontract policies and procedures.

Basic Qualifications

• Bachelor’s Degree and 5 years of experience in Subcontracts, or Contracts OR a Master’s Degree and 3 years of experience in Subcontracts, or Contracts OR High School Diploma/Equivalent and 9 years of experience in Subcontracts, or Contracts
• Must have Aerospace & Defense experience in Subcontracts or Contracts
• Must have Subcontracts or Contracts experience with FAR / DFARS or Business Law
• Experience presenting to all levels of internal/external management
• Must have a minimum of 2 years experience leading a team, process, and/or projects
• Ability to obtain and maintain a US Government Secret and Top Secret Clearance within a reasonable amount of time as determined by the company

Preferred Qualifications

• Working knowledge of SAP or related business application software as well as Microsoft Office (i.e., Word, Excel & PowerPoint).
• Working knowledge in Earned Value Management (EVM)
• Master’s degree in business, Supply Chain Management, Finance, or Industrial Engineering.
• The successful candidate will have experience with complex and competitive subcontracts for both U.S. Government and Commercial and multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to data rights and special payment provisions (i.e., progress or performance-based payments).
• Lead the evaluation of customer RFP's and ability to collaborate with the program/planning team to develop subcontract RFP's that include Supplier Statements of Work, Technical / Quality Specifications, Contract / Subcontract Deliverable Requirements Lists and Schedules, Performance Assessment Requirements, Terms and Conditions, Proposal Preparation and Pricing Requirements / Templates, Compliance Matrices, and supplier profiles.
• Ability to lead/mentor other SCAs throughout the entire Subcontract lifecycle with additional experience reviewing subcontract packages from either peer or junior Subcontracts Administrators.

Salary and Benefits

Primary Level Salary Range: $126,600.00 - $189,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
