WSB seeks a Manager, Right of Way to lead strategic and operational right of way services in a designated sub-state region. You will guide project teams, manage client relationships, and drive business development while delivering compliant, high-quality results.

Based in Texas, you’ll oversee the Texas Right of Way Group, collaborate with design teams and stakeholders, and ensure regulatory adherence. Travel to project sites may be required.

Qualifications

  • 10+ years of right of way experience, incl. PM, relocation, title examination, and analysis.
  • 3+ years of people leadership and managing a team of right of way professionals.
  • 3+ years of business development with utilities, energy firms, and government agencies.
  • Strong knowledge of right of way acquisition, negotiation, and relocation processes.
  • Experience with multidisciplinary teams and external partners.

Job description

Forge ahead with WSB. The Manager, Right of Way provides strategic and operational leadership for right of way services within a designated sub - state region. This role leads project teams, manages client relationships, and supports business development while ensuring consistent delivery of compliant, high-quality right of way services. As a regional leader, the Manager oversees regional business development, project execution, develops staff, and aligns resources to support long-term client and organizational success.

Essential Duties and Responsibilities :
  • Lead regional right of way projects across the utility, renewable energy, and transportation sectors.
  • Manage and grow the Texas Right of Way Group in coordination with the National Director.
  • Demonstrated ability to embrace, cultivate, and replicate the established culture of our National Right of Way team, fostering respect, trust, independence, professional growth, collaboration, and a commitment to exceptional client service as the Texas operation expands.
  • Achieve revenue targets and maintain team utilization goals.
  • Establish and achieve annual growth objectives.
  • Manage and oversee multiple right of way projects concurrently, ensuring scope, schedule, budget, quality, and regulatory requirements are met.
  • Serve as a primary client contact for assigned accounts, fostering strong relationships and serving as a trusted advisor throughout the project lifecycle.
  • Work closely with clients, design teams, and internal stakeholders to align project objectives and resolve complex right of way issues.
  • Coordinate and oversee title research, survey, legal, and appraisal consultants to ensure timely and accurate project execution.
  • Lead and support right of way agents by providing oversight related to negotiation services, administrative processes, and issue resolution.
  • Ensure compliance with applicable acquisition and relocation requirements, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act.
  • Promote consistency, accountability, and best practices across project delivery through effective communication and documentation.
  • Foster a collaborative, high - performing team environment that supports problem-solving, adaptability, and positive stakeholder engagement.
  • Promotes, develops and expands formal agent training through established WSB training program and practices.
  • May remain in a stationary position for extended periods.
  • Perform other duties as assigned.
  • Executes specific goals & operational plans for assigned teams within Group plans.
  • Plans for upcoming work, allocates budgets, & schedules needed resources.
  • Maintains adherence to quality standards and administrative policies (e.g., time sheets, expense reports).
  • Leads people through coaching and development, effective performance management, and hiring and workforce planning.
Project Management:
  • Oversees budgets and project portfolios aligned to team goals.
  • Manages risk and resource planning for successful delivery.
Client Management:
  • Manages day-to-day client relationships, ensuring consistent communication, issue resolution, and client satisfaction.
  • Builds strong client relationships that support retention and repeat work.
  • Expand the client base through strategic business development.
  • Identifies and communicates opportunities to expand services or engage new clients, supporting business development efforts and documenting pursuits.
  • Use Salesforce to manage client relationships, pursuits, and pipeline activity.
Required Qualifications :
  • Education:
    • Associate’s degree in business, planning, survey, real estate, or a closely related field (preferred).
  • Experience:
    • 10+ years of right of way experience, including project management, acquisition, relocation, title examination, and analysis.
    • 3+ years of people leadership and managing a team of right of way professionals.
    • 3+ years of business development with utility companies, oil & gas companies, renewable energy firms, and government agencies.
    • Strong knowledge of right of way acquisition, negotiation, and relocation processes.
    • Proven experience working with multidisciplinary teams and external partners.
    • Experience managing multiple projects and priorities in a fast - paced environment.
    • Understanding of the Uniform Relocation Act and applicable Right of Way regulations.
  • Licenses/Certifications:
    • Local State Real Estate License and Public Notary License as applicable to state of work.
    • IRWA Member and IRWA SR/WA designation (preferred).
    • AAPL Member (preferred)
  • Software:
    • Proficiency in GIS platforms, Microsoft Suite Products (e.g. Outlook, Excel, Word, PowerPoint, SharePoint, OneDrive, etc).
    • Experience working with Right of Way, land management, or project tracking databases preferred.
  • Working Conditions/Schedule/Location:
    • Work is primarily performed in an office environment with standard office equipment.
    • Must be able to work onsite at a WSB office, as needed, up to five days per week, as required by the project, client, or hiring manager.
    • Travel or field visits may be required to support project needs or stakeholder collaboration.
    • Travel to project sites may be local or out-of-state.
