Under general direction, develops, implements, and monitors the City’s Climate Change, Resiliency and Sustainability Teams and actions; incorporates sustainability, climate, and resilience strategies into all aspects of City operations; continually advances the community wide goals of greenhouse gas emission reduction, LEED for Communities Certification, Rethink Paradise Climate Action Plan and moves the City to be more environmentally, socially, and economically resilient; develop, execute, and oversee water conservation programs and initiatives that promote efficient water use and protect groundwater and surface water supplies; serves as the liaison of the City with the public, regional, national and international organizations for issues and advances in sustainable and resilient practices within City operations; and performs other related duties as assigned.

The Resiliency and Sustainability Manager is responsible for developing, implementing, and managing sustainability, adaptation, and resiliency strategies for the City. This role focuses on securing and administering grants, integrating modern technology into these subject areas, and ensuring departmental policies align with current best practices in resilience, adaptation, and sustainability. The position requires collaboration with internal departments, external agencies, and community stakeholders to promote and enhance the departmental efforts.

DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)

1. Develop and implement policies, programs, and strategies to enhance climate resilience and adaptation.
2. Conduct vulnerability and risk assessments to identify climate-related threats and recommend mitigation measures.
3. Incorporate nature-based solutions, smart infrastructure, and emerging technologies into adaptation planning.
4. Coordinate with local, regional, and federal agencies to ensure alignment with climate action plans and to coordinate water conservation efforts and best practices.
5. Lead public education campaigns and workshops to inform and engage the community on water conservation techniques, regulatory requirements, and environmental impacts. Engage stakeholders through public outreach, workshops, and interagency collaborations to foster community-driven solutions.
6. Oversee grant writing, budget preparation, compliance reporting, and financial tracking of awarded funds for resilience and adaptation plans/projects. Identify, apply for, and manage federal, state, and private grant opportunities to support resilience and sustainability initiatives.
7. Build partnerships with research institutions, nonprofit organizations, and funding agencies to expand financial resources.
8. Ensure alignment of grant-funded projects with strategic goals and regulatory requirements.
9. Utilize Geographic Information Systems (GIS), predictive analytics, and climate modeling to support decision making.
10. Implement and promote smart city technologies, IoT sensors, and AI-driven tools for real-time climate monitoring and adaptation efforts.
11. Support the deployment of renewable energy projects, carbon reduction initiatives, and climate finance strategies.
12. Stay updated on advancements in climate science, digital tools, and data visualization platforms to enhance operational efficiency.
13. Develop, analyze, and advocate for policies that strengthen climate resilience and sustainability.
14. Implement the Rethink Paradise Climate Action Plan.
15. Provide training, technical assistance, and capacity-building support for staff, residents, businesses, and partners.
16. Monitor, evaluate, and refine climate adaptation programs to improve outcomes and effectiveness.
17. Manage, supervise, and lead staff in the performance of their duties; counsel employees as appropriate and develop processes for employee engagement. Supervise, train, and evaluate staff, assign workloads, monitoring performance, and providing coaching and disciplinary actions as needed to maintain a high-performing team.
18. Establish and continually improve the organization’s capacity to track and assess the impact on the organization’s operations and mission of existing and evolving financial, energy, and climate legislation and regulations.
19. Prepare updates for reporting to the Director of Public Utilities, Mayor’s Office, City Administration, City Commission, and the Sustainability Advisory Committee on program accomplishments.
20. Performs other related duties as assigned.

Bachelor’s degree with a major in Climate Science, Environmental Policy, Urban Planning, Sustainability Environmental Sciences, Public Policy, Management, or related field (education will be verified using the “Education Requirements” listed below) and five (5) years relevant work experience in the area of sustainability program management is required, or any equivalent combination of training and experience. One (1) year of supervisory experience is required. A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment. Education Requirements :To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by: a)a public education institution in the State of Florida or any State or Territory of the United States; or b)an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or c)an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or d)an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above. International degrees will be evaluated to determine if they satisfy qualification requirements.
