This position is an integral part of Liberty’s regional regulatory team, which provides support to Liberty’s regulated utilities in the East region. This position is responsible for all regulatory affairs and rates related functions in multiple jurisdictions. The Manager will support the Regional Director on other regulatory matters and organizational strategies periodically. The Manager will perform regulatory and governmental outreach, prepare and implement rates filings and regulatory filings required at the state level. Has primary responsibility for managing relationships with local regulatory commissions/authorities and other key stakeholders, ensuring compliance with all applicable laws and regulations. Provide regulatory leadership and advice to direct and indirect reports to ensure regulatory compliance and maximize earnings at the local state level.

Accountabilities
  • Manage the company’s regulatory applications and filings process to obtain permits, licenses, certificates, authorizations, and rate approvals.
  • Develop and manage strategies associated with general rate case management.
  • Establish and maintain good relationships with regulatory authorities.
  • Liaise with regulatory authorities and commission staff; participate in industry forums to influence policies.
  • Ensure alignment of regulatory strategies across key local functional areas to ensure compliance and maximize shareholder value.
  • Lead and improve rate-making activities and planning.
  • Develop tactics to maximize rate recovery of prudently incurred capital and operating expenses.
  • Participate in industry associations and develop leadership positions for Liberty Utilities.
  • Act as primary witness on rate and regulatory filings at local regulatory commissions.
  • Manage strategies related to revenue requirements, cost recovery, rate making, customer programs, and rate issues.
  • Oversee a team of Analysts maintaining reporting and statistics related to tariffs, revenues, sales, and compliance.
Education and Experience
  • 10+ years' experience in regulatory or related functions, preferably within the utility industry.
  • Bachelor’s degree, preferably in Finance, Accounting, Economics, or related fields.
  • Advanced understanding of revenue requirements and cost recovery programs.
  • Ability to evaluate team strengths and conduct skills-gap analysis; capable of developing team members.
  • Experience leading through organizational change and transformation processes.
  • Willingness to perform individual contributions alongside managing your team.
