Position Summary

Reporting to the Director of Reliever Airports, this position is responsible for the management and administration of Commission approved leases and contracts at the Reliever Airports and management of the department budget. This position is also responsible for the development of lease policies, rules, and regulations for Commission approval. This position will work closely with other MAC departments, municipalities, and other government jurisdictions. Responsibilities also include oversight of consultant contract administration, and the development, pursuit and implementation of departmental improvements through data analysis, innovation and quality improvement opportunities and initiatives.

The ideal candidate has excellent skills in business writing, lease management and negotiation, property management, building relationships, problem-solving, as well as a good understanding of government relations and interdependencies. This candidate will need to exercise independent judgment and initiative within established guidelines.

Position Description

RELATIONSHIPS

Supervisory - Reports to the Director of Reliever Airports. Supervises the Reliever Airports Administrative staff.

Organizational – Extensive contact with Legal, Finance, Airport Development, Environment, Risk Management, and Purchasing. Periodic contact with Commissioners through project supervision and presentations to the Commission.

External Business - Daily contact with current and prospective tenants and airport users, airport community professionals, other airports, and external organizations. Occasional contact with City, State, and Federal Aviation Administration representatives, and with consulting firms. Occasional contact with the general public.

Accountabilities And Functions

Reliever Airports Property Lease and other Agreements

  • Manage and oversee ground and facility Lease Agreements and License Agreements.
  • Conduct and manage contract negotiations with prospective lessees.
  • Develop, negotiate, review, and finalize legally binding ground and facility Lease Agreements and License Agreements.
  • Serve as the principal liaison between tenants (lessee) and other MAC departments regarding property Agreements.
  • Manage, monitor, and maintain Lease and License Agreements from implementation through termination in MAC’s accounting software system.

Lease Agreement and Policy Administration

  • Serve as the chairperson of the Staff Reliever Airports Lease Committee, including oversight of the development of the monthly Commission Lease Actions memo.
  • Review requests for lease generated actions, coordinate approval, and implement actions.
  • Assist with and coordinate appropriate accounting and collection actions with MAC’s Finance and Legal departments.
  • Interpret insurance requirements to ensure lease compliance.
  • Interpret monthly financial reports to ensure lease compliance.
  • Provide lease interpretations in coordination various MAC departments and outside consultants and agencies.
  • Manage Lease Policies, Rules and Regulations, ordinances and procedures to ensure compliance and related business term issues.
  • Resolve management, tenant, and customer complaints and conflicts to ensure excellent tenant relations.

Committee/Commission Presentations, Meetings, and Preparation of Documents

  • Compose, modify and finalize memoranda to recommend or seek authorization to MAC’s Operations, Finance and Administration Committee and Commission on lease agreement related actions.
  • Compose, modify and finalize MAC ordinance and policy specification documents.
  • Present lease agreement related requests and actions at MAC’s Operations, Finance and Administration Committee and Commission meetings.
  • Manage, schedule and conduct meetings with potential bidders, existing tenants and related clients.
  • Attend and represent Reliever Airports at meetings on related MAC issues.
  • Develop and perform follow up actions of MAC’s Committee, Commission, or other departmental meeting action related items as needed.
  • Represent Reliever Airport issues to various staff committees and related MAC departments.
  • Compose, modify and transmit confidential, legal and routine correspondence to existing tenants, potential tenants, various MAC departments, and outside consultants and agencies.
  • Meet with prospective tenant(s) to review MAC property vacancies. Present lease agreement terms and conditions and answer all questions from prospective tenant(s).
  • Participate in various MAC staff meetings.

Project Management

  • Plan, coordinate and lead project meetings associated with property management, including the implementation of a property management system.
  • Attend construction project meetings to assist consultants and various MAC departments with tenant relations to ensure project timelines and lease compliance are maintained.
  • Respond to questions and complaints, comment card submissions, provide information regarding airport policies, operations, opportunities and MAC’s property related processes.
  • Plan, coordinate, and assist MAC Legal with revision of MAC’s Reliever Airports ordinances and policies.
  • Coordinate the completion of leasehold and other contract generated projects.

Property Management

  • Serve as the point of contact for prospective tenants for Reliever MAC owned properties’ space inquiries.
  • Meet with potential tenants to review the premises, present terms and conditions, and answer all questions related to its Lease Agreement with MAC.
  • Seek business development and new opportunity for revenue.
  • Review tenant related construction plans with Airport Manager and MAC’s Airport Development engineer.
  • Respond to tenant and MAC department inquiries and determine the appropriate action.
  • Conduct site inspections and report findings and recommendations.
  • Participate in engagement Opportunities at all of the Reliever Airports.

Research and Data Analysis

  • Collect, evaluate and interpret appropriate and applicable real estate and financial data to provide actionable insights and recommendations.
  • Prepare revenue related reports, research studies, feasibility analysis, financial Performa, correspondence and other documents.
  • Monitor and review ordinances, regulations and policies. Assist in developing and recommending changes to ensure they meet MAC’s current and future requirements.
  • Research historic Commission actions affecting Reliever Airports Lease Agreements and properties.
  • Monitor current and emerging industry trends and recommend business concepts.
  • Understand the business demands and anticipate data needs. Propose analysis and reports to meet the business objectives.
  • Identify and develop dashboards and reports to depict operational and financial status against key performance indicators and other data initiatives.
  • Use tools like Power BI, or other visualization tools to build and implement predictive analysis solutions to forecast trends and outcomes; evaluate performance and make adjustments as needed.
  • Create and convey clear and meaningful visualizations, such as charts and graphs, to communicate findings to non-technical stakeholders.

Fiscal Responsibility

  • Prepare and administer department budget, including revenue and expenditure projections.
  • Monitor revenue and expenses and provide regularly scheduled departmental reports.
  • Track and resolve property tax issues with respective counties.

Supervision of Department Employees

  • Integrate MAC's Mission, Values and Strategic Goals into area of responsibility.

Minimum Requirements

  • Bachelor’s degree in business administration, real estate, aviation management or a related field
  • Three years of experience in commercial property management or real estate development
  • In lieu of a four-year degree, associate’s degree and five years of experience in airport operations, commercial property management, or commercial real estate development
  • Experience working with and interpreting contracts, leases or tenant agreements along with the ability to draft, negotiate and manage lease agreements.
  • Experience with financial analysis, financial performance, and reviewing financial terms (i.e. ROI, lease rate development, accounting principles)
  • Excellent written and oral communication skills
