The Property Manager supports property operations by ensuring effective planning, coordination, and oversight of day-to-day property management activities. This role applies asset management principles, operational standards, and regulatory requirements to strengthen tenant support, property maintenance, risk awareness, and overall operational discipline.

A day in the life of a Property Manager may involve, but not limited to the following:

  • Lead the Property Management team while overseeing the property management documentation and transaction process.
  • Managing the accountability, control, and stewardship of DOE-owned property and materials throughout their lifecycle.
  • Assigning daily responsibilities to property management staff and support personnel, including prioritization of workload and coordination of time-sensitive activities.
  • Performing management observations, reviewing discrepancies, and participating in fact-finding or investigations involving lost, damaged, destroyed, or unaccounted-for property.
  • Reviewing property actions such as acquisitions, transfers, loans, excess declarations, reutilization, and disposition activities to ensure compliance with requirements.
  • Participating in routine planning meetings to discuss upcoming property activities, material needs, inventory schedules, and operational priorities.
  • Coordinating with project personnel, procurement, custodians, warehouse staff, subcontractors, and functional support organizations regarding property status, movement, and accountability requirements.
  • Serving as a point of contact for property-related issues, audits, assessments, and compliance reviews.
  • Interfacing daily with operations, project teams, material management, and subcontract representatives to ensure proper identification, tracking, storage, and use of DOE-owned property and materials.
  • Reviewing and resolving issues involving subcontractor-managed property, including reporting concerns, utilization questions, and accountability discrepancies.
  • Monitoring training and qualification needs to ensure property staff and custodians remain current on applicable procedures and requirements.
  • Leading in an environment where safety, compliance, asset stewardship, and operational discipline are top priorities.
  • Conducting routine walkdowns, spot checks, and physical inventory activities to verify property records, material condition, identification, location, and custody.
  • Support audits, assessments, investigations, and discrepancy resolution.
Basic Qualifications
  • Manager Grade 20 - Bachelor's degree or equivalent combination of education and experience plus 8 years of relevant experience
  • Manager Grade 21 - Bachelor's degree or equivalent combination of education and experience plus 10 years of relevant experience

The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and/or experience.

Desired Qualifications
  • Experience developing property documentation, supporting inventories, audits, and assessments.
  • Ability to work across multiple organizations including procurement, operations, warehouse, subcontractors, and property custodians.
  • Proficiency in property management systems and advanced use of Microsoft Office tools.
Compensation & Benefits

In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.

Expected annualized pay range based on full-time schedule (40 hours per week):

  • Manager Grade 20: $114,700 - $183,450
  • Manager Grade 21: $126,200 - $202,000

In addition to base pay, employees may be eligible for variable pay awards.
