Program Manager 2
Northrop Grumman’s COI Ceramics (COIC) organization in the Intelligence Systems division is seeking a highly qualified, mission-oriented Program Manager 2 to oversee programs related to ceramic matrix composites (CMC) used in commercial power, exhaust systems, and thermally resistant structures.

Responsibilities
- Plan and execute programs, managing technical, financial, contractual and schedule aspects of multiple programs. P&L performance responsibility for assigned programs.
- Work with customers to define requirements and act as the primary contact on status and performance, leading program review sessions to address cost, schedule, and technical performance.
- Anticipate and fulfill customer needs to ensure satisfaction and continued business; capture new business and contribute to technical strategy.
- Manage bid and proposal efforts and contribute to annual operating plan, discretionary allocation, and strategy.
- Negotiate and establish schedule milestones, payment, and other contractual terms.
- Lead a cross‑functional team, ensuring roles and responsibilities are well understood and executed.
- Direct employees assigned to the program, including site operations, technical, functional, and administrative areas.
- Develop Integrated Master Schedules (IMS) and manage technical performance metrics.
- Implement program risk, opportunity, and issue management processes.
- Manage subcontractors and make/buy actions to meet program objectives.
- Interact with customers, subcontractors, and stakeholders as the focal point for CMC programs.
- Maintain program‑wide focus on safety, reliability, cost, schedule, and system adequacy.
- Deliver presentations to customers, management and other stakeholders.
Basic Qualifications
- 9 years of relevant Program Management experience with a Bachelor’s degree, or 7 years of relevant experience with a Master’s Degree in Mechanical Engineering or related fields.
- Experience managing all aspects of program execution including planning, implementation across Integrated Product Teams (IPT), and contracting.
- Manage external customers and internal functional teams through engineering, development, hardware fabrication and testing/validation.
- Experience growing existing or new business with current customers, including development of customer relationships, capture planning, and strategy.
- Financial management skills, including development and control of budgets, schedules, EAC, and recognizing program changes.
- Strong Microsoft Office skills (Word, Excel, MS Project, PowerPoint).
- Willingness and ability to travel up to 25%.
- Ability to obtain and maintain a DoD Secret clearance. U.S. Citizenship required.
Preferred Qualifications
- Experience developing and managing Basis of Estimate (BOE), Statement of Work (SOW), Contract Data Requirements List (CDRL), Rough Order of Magnitude (ROM), and Firm Proposals.
- Leadership experience, coaching, building effective teams, interpersonal and communication skills.
- Knowledge of proposal and contract types (CPFF, FFP) and negotiation experience.
- Background in material systems and Ceramic Matrix Composites (CMC).
- Earned Value Management System (EVMS) experience.
- Business discretionary investment planning experience.
- Ability to multi‑task in a challenging environment with competing priorities.
- Active Security Clearance (Secret or above).
Salary
Primary Level Salary Range: $133,000.00 - $199,600.00. Northrop Grumman may consider factors such as scope, responsibilities, experience, education, skills and market conditions.
