Description
Northrop Grumman's COI Ceramics (COIC) organization within the Intelligence Systems division provides Ceramic Matrix Composite (CMC) components. The Program Manager 2 will manage programs across technical, financial, contractual and schedule aspects, directly interface with customers, develop business relationships, and lead cross‑functional teams.
Job Responsibilities
- Plan and execute programs, managing technical, financial, contractual and schedule aspects of multiple programs, with P&L responsibility.
- Serve as primary customer contact for requirements, status, program performance and lead program reviews, ensuring customer satisfaction and continued business.
- Capture new business, define technical strategy for product segment, manage bid and proposal efforts, and contribute to annual operating plan projections, allocation planning and business strategy.
- Negotiate contract terms and schedule milestones, payments and key conditions.
- Lead a cross‑functional team of associates, ensuring clarity of roles and responsibilities, and direct execution of work across site operations, technical, functional and administrative areas.
- Develop and adhere to Integrated Master Schedules (IMS) and technical performance metrics.
- Demonstrate understanding and execution of risk, opportunity, and issue management processes.
- Manage subcontractor and make/buy actions to meet program objectives, acting as focal point for CMC programs within COIC.
- Maintain program focus on safety, reliability, cost, schedule and adequacy of systems, procedures and people.
- Prepare and deliver presentations to customers, management and stakeholders.
Basic Qualifications
- 9 years of program management experience with a Bachelor’s degree OR 7 years with a Master’s in Mechanical Engineering or related field.
- Experience managing all aspects of program execution across Integrated Product Teams (IPT) and contracting.
- Ability to manage external customers and internal teams through engineering, development, fabrication and testing/validation.
- Experience growing business with current customers, including proposal development and capture strategy.
- Demonstrated financial management skills, program budgeting, schedules, Estimate at Complete (EAC) and program change capture.
- Proficiency in Microsoft Office (Word, Excel, MS Project, PowerPoint).
- Willingness and ability to travel up to 25%.
- Willingness to obtain and maintain a DoD Secret clearance.
- U.S. citizenship required.
Preferred Qualifications
- Experience creating and managing BOE, SOW, CDRL, ROM and firm proposals.
- Proven leadership with coaching, team building, interpersonal and communication skills.
- Knowledge of contract types (CPFF, FFP) and contract negotiations.
- Background in material systems and Ceramic Matrix Composites (CMC).
- Experience with Earned Value Management System (EVMS).
- Business discretionary investment planning experience.
- Strong multi‑tasking ability in a dynamic environment.
- Active security clearance (Secret or above).
Salary and Benefits
Salary range: $133,000 – $199,600 annually. Additional compensation may include overtime, shift differential, discretionary bonuses and Long‑Term Incentives, depending on position. Benefits include health insurance, life and disability insurance, savings plan, paid holidays and paid time off (PTO).
