The successful candidate will support the Department Manager with the daily planning and execution of tasks and ensure all programs are effectively meeting or exceeding our customer requirements. This is an onsite position in Cincinnati, OH.The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.What You’ll Get To Do:Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:Cultivating customer relationships and intimacy to develop further opportunities within the customer communityDeveloping new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsLeading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesMeasuring and reporting program performanceDelivering presentations to customers, executive management and other program stakeholdersParticipating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsEstablishing design concepts, criteria, and engineering efforts for product research, development, integration and testCreation, review and finalization of the program Statement of WorkIdentification, distribution, tracking, and completion of program requirementsEstablishment and management of the program and subordinate baselinesDevelopment and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and toolsIdentifying, allocating and managing program resources, including workforce planningManaging Government/customer supplied property or information (GFE, CFE, etc.)Managing suppliers to meet program objectivesAdherence to all internal processes, policies, and applicable industry standardsEnsuring program team understands and adheres to contract scope, and manages change through control board activitiesDevelopment and adherence to master plans and schedulesConducting thorough risk & opportunity management practices including identification, mitigation and realizationBasic Qualifications:Bachelor’s degree with 8+ years of related professional/military experience, or Master’s degree with 6+ years of related professional/military experience.Minimum of 1 year of experience supporting U.S. Government contracts/customers and/or project/program management in a related industry.Minimum of 1 year of experience leading project or program execution, including responsibility for schedule, cost, and/or performance requirements, as a Project Lead, Integrated Program Team (IPT) Lead, Program Manager, Cost Account Manager (CAM), or similar leadership role.Experience developing and maintaining relationships with customers, suppliers, and/or cross-functional stakeholders in support of program requirements and deliverables.Experience developing, managing, and/or controlling program plans, schedules, cost baselines, and/or Earned Value Management (EVM) data.Experience identifying, assessing, tracking, and mitigating program risks and opportunities, including development and execution of mitigation or handling plans.U.S. citizenship required.A current/active DoD Top Secret clearance required to be considered with the ability to obtain and maintain an SCI.Preferred Qualifications:Active Top Secret/SCI clearance.Experience leading and executing cyber-related programs.Experience establishing, monitoring, and managing technical performance measures and/or technical performance baselines.Experience leading program integration activities across multiple functions, teams, or program interdependencies throughout the program lifecycle.What We Can Offer YouNorthrop Grumman provides a comprehensive benefits package and a work environment which encourages your growth and supports the mutual success of our people and our company.
