Job Summary

BDO USA, P.C. is seeking a Procurement Manager, Information Technology to lead sourcing, contracting, and vendor governance for the firm's technology spend. This role serves as a strategic partner to IT and owns the full lifecycle of IT procurement — from software licensing, SaaS, cloud, hardware, and technology services sourcing through commercial negotiations, contracting workflow, and supplier governance. The Procurement Manager partners closely with IT, Information Security, Finance, Legal, and the Supplier Onboarding & Governance function to enable technology strategy, optimize cost, reduce vendor risk, strengthen governance, and deliver a consistent stakeholder experience, while also leading and developing a team of procurement professionals.

Job Duties
Strategic IT Partnership & Decision Rights
  • Serves as a dedicated strategic partner to IT, translating technology priorities into sourcing strategies and commercial outcomes that support the firm's technology roadmap and service objectives
  • Operates within clearly defined decision rights: IT owns technology strategy, architecture, business and technical requirements, demand planning, asset lifecycle decisions, and service outcomes; Procurement owns sourcing discipline, competitive processes, commercial negotiations, and contracting workflow
  • Coordinates supplier governance responsibilities with the Supplier Onboarding & Governance leader, with this role accountable for technology-category performance, commercial obligations, and IT stakeholder alignment
Software & SaaS Sourcing
  • Leads sourcing and renewal negotiations for enterprise software licensing
  • Negotiates SaaS agreements covering pricing models, user tiers, consumption terms, auto-renewal clauses, and exit provisions
  • Evaluates licensing structures (subscription, perpetual, consumption-based) to optimize total cost of ownership
Cloud & Infrastructure Sourcing
  • Manages sourcing and contract negotiations for cloud service providers
  • Sources hardware, end-user devices, telecom, network, data center, infrastructure, and other technology services to support the firm's technology roadmap
Vendor Governance & Spend Analytics
  • Establishes and maintains IT vendor governance frameworks, including vendor scorecards, performance reviews, and risk tiering
  • Develops and maintains technology spend analytics and reporting to identify savings opportunities, contract consolidation, and budget variances
  • Partners with Information Security on cybersecurity procurement and software asset management (SAM), including license compliance, entitlement reconciliation, and audit readiness
Contract Negotiation
  • Leads negotiation of complex MSAs, SOWs, and amendments, coordinating with Legal on risk allocation, data protection, service levels, and indemnification terms
  • Drafts and negotiates terms related to service level agreements (SLAs), limitation of liability, termination rights, and data security/privacy obligations
Process Transformation & People Management
  • Leads process transformation and end-to-end redesign of IT procurement workflows — intake, sourcing, contracting, and renewal management — to improve cycle time, controls, and stakeholder experience
  • Executes procurement deliverables within the supplier onboarding workflow, ensuring sourcing, commercial, contracting, due diligence, and approval requirements are completed accurately and on time
  • Collaborates with IT to establish and maintain renewal and asset lifecycle management processes, including demand planning, utilization review, commercial planning, and timely renewal or exit decisions
  • Develops, implements, and adheres to service level agreements for procurement cycle time, responsiveness, and stakeholder experience; monitor performance and drive continuous improvement
  • Evaluates and implements procurement technology (source-to-pay, contract lifecycle management, spend analytics tools) to support the redesigned processes
  • Serves as an escalation point for vendor disputes, service failures, and contract non-compliance
Team Leadership & Development
  • Provides functional leadership, workload prioritization, and governance oversight for IT sourcing, technology contracts, vendor management, software licensing, and technology spend management
  • Manages, coaches, and develops a team of procurement professionals, setting goals, conducting performance reviews, and building bench strength
  • Leads and develops onshore and offshore procurement teams while supporting stakeholder alignment, issue resolution, training, and change management related to technology procurement, vendor governance, and procurement process improvement
