TERM-LIMITED POSITION: This position is term-limited with an anticipated end date of three years from the time of hire with some opportunity for a one-year extension . The Manager of Digital Services serves as the digital services technical lead, a critical role for Colorado's mission of providing fast, secure, and personalized government experiences. A successful candidate will combine hands-on engineering experience and technology solutions consulting to strengthen Colorado’s ability to deliver reliable, scalable, and secure digital services.

As a cross-functional manager , you will lead technical design and ensure quality delivery by advancing modular service design patterns along with modern software implementation tools and practices. You’ll be part of a diverse, high-impact team engaging in various phases of user experience improvement efforts from discovery to launch, and converting our learning and wins into playbooks, reference models, and target architectures.

Other key aspects of your role will be managing strategic relationships with internal and external partners - from agency system administrators to OIT experts to vendor development teams. The ideal candidate for this role should be an effective communicator, whether explaining the contextual big picture and risks to non-technical audiences or proposing automated test frameworks to a development team.

Technical Leads serve as core contributors on projects and perform hands-on coding, testing, and troubleshooting. You will also support user research by building prototypes and supporting iterative improvements, and partner with procurement experts to evaluate solution proposals and implementation plans.

This position requires someone who can analyze complex technical environments, translate analytics into actionable recommendations, independently identify and accomplish the next iterative improvement, and build sustainable practices that outlast any single project.

The Digital Service Expert:

Is a technical leader with a proven track record in their skill-set of delivering IT products and services. While all positions will contribute to the entire mission of OIT and CDS, some positions will focus on specific aspects of the mission such as software engineering, product management, etc.

  • Uses expertise in their skill set to champion the use of modern technology development and management approaches, drawing heavily upon best practices from the consumer internet industry.

  • Uses their deep understanding of the characteristics of successful digital services and how they are built both inside and outside government, including user-centered design and development practices and modern consumer Internet technologies, to communicate major initiatives to the public, and support the recruitment of top technical talent into the State government.

  • Uses demonstrated experience in their skill set to consult with OIT and agency customers in best practices for launching products from a technology, policy, and procurement perspective.

  • Serves as a respected authority on a diverse range of issues related to technology, government procurement, digital service delivery, and/or technology policy, as well as the State of Colorado's mission, values, and projects.

  • Articulates the for you, with you, by you strategy of working with agencies, learning what works, and adjusting the strategy as necessary.

  • Manages complex internal stakeholder environments to build support and consensus for forming and communicating strategy and goals. Provides trusted, expert guidance on the launch of technology products.


Required tasks to fulfill primary responsibility:

  • Partner with the larger CDS leadership team to drive digital transformation across the State of Colorado services through strategic technical leadership.

  • Manage a cross-functional team including full-time CDS digital service experts, short-term contractors, and vendor partners.

  • In partnership with the team, build a sustainable engineering practice within CDS and the larger State of Colorado, including modern development and DevOps principles and processes, establishing standards, templates, and best practices.

  • Conduct managerial activities such as budget tracking, hiring, performance management, team capacity management, and culture building.

  • Consult on various projects across the state government and provide technical strategy and tactics to enhance OIT operations and service delivery.

  • Serve as a core contributor on multi-disciplinary project teams.

  • Ensure adherence to state technology and security standards while driving the advancement of digital government strategic objectives.

  • Design, build, and integrate re-usable solutions that improve personalization and measurement capabilities across the state.

  • Build technical roadmaps for ambitious product improvements, balancing priorities, opportunities, and regulations.

  • Create diagrams, system and data documentation, and prototypes to illustrate designs and support sound technical decisions.

  • Collaborate with internal and external development teams on technical challenges and help mature skillsets and methodologies.

  • Pioneer new approaches for researching, evaluating, and recommending the best technologies, frameworks, and tools.




A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

  • At least 5 years of experience as a technical lead, senior software engineer, or technology solution consultant; extensive experience with software service design and delivery; relevant experience in an IT applications/solutions delivery role.

  • Experience with modern software development practices such as Agile, Human Centered Design, or Product Management.


Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

  • If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.


Preferred Qualifications:

  • Experience with team management, budget oversight, and technology practice development.

  • Excellent communication and documentation skills for technical and non-technical audiences.

  • Demonstrated success managing complex stakeholder relationships.

  • Comfort with ambiguity and the ability to create structure, and to direct work independently.

  • Experience in building projects, initiatives, or products from the start, including the ability to think strategically and transform ideas into action.

  • Experience in consulting across multiple projects with different solution architectures.

  • Familiarity with government service delivery.




Conditions of Employment:

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
