Salary Range: $65,000.00 To $85,000.00 Annually

Summary of Position/Objective

The Manager of Compliance is responsible for ensuring all applicable regulations as they apply to our PASA and Class B Home Care operations are fully implemented. The Manager of Compliance will work closely with CO department leaders to ensure identified areas of vulnerability are appropriately resolved. The Manager of Compliance will take the lead during State Surveys to ensure surveyors receive requested documents in a timely manner.

The Manager of Compliance is responsible for ensuring thorough and complete onboarding and initial training of all new employees and Independent Contractors, as well as ensuring compliance with yearly training requirements as stipulated by HCPF, CDPHE, and Federal regulations, as well as TTR policy.

Essential Duties and Responsibilities

Maintain a work environment that embraces and fosters a culture of safety

Provide follow‑up support to departments to ensure employees/ICs are compliant with regulations and policies as they apply to daily documentation expectations; conduct follow‑up training to ensure improvements are implemented and desired results are achieved

Identify areas of non‑compliance with regard to HCPF, CDPHE, and Medicaid regulations, as well as TTR policies and procedures

Work closely with department managers to ensure identified areas are brought into compliance, which may include a joint effort with the manager, or may require immediate attention on the part of the Manager of Compliance

Conduct internal audits to check for continued compliance

In the Residential department, take the lead on HSAs, CLRs, and PCCPs, to ensure TTR has all of the required documentation to effectively serve members

Work closely with the Agency Director to prioritize ongoing activities as well as new initiatives pushed out from the State of CO

Perform duties required as a member of the CO Quality Management Team, serving as a Back Administrator for Class B Home Care operations

Perform annual compliance reporting as well as other requested reports, to include but not limited to: Annual Wage Pass Through Compliance Reporting, as well as Audits; PERM (Medicaid’s Payment Error Rate Measurement) Reporting; DRA Declaration Reporting; Health Facility Vaccination Reporting; POC Reports following all State of CO Surveys. Ensure that POC activities remain in effect to ensure continued compliance

Ensure all agency Incident Reports and Risk Management Reports are thorough and complete prior to approving and sending to the appropriate entity; ensure all reports receive timely follow‑up and are closed out within one week

Facilitate and lead Quarterly Incident Report Trend Meetings with CO Leadership Team

Perform activities related to annual relicensure of Class B Homecare License; Medicaid Revalidation on the stipulated schedule

Conduct onboarding training for new employees, as well as Independent Contractors (Host Home Providers and Family Caregivers)

Monitor the first 30 days for new employees/ICs to ensure all required trainings are completed in a timely manner

Ensure all trainings — annual, newly required, and refresher trainings — for employees and Independent Contractors are delivered in accordance with TTR policies and HCPF/CDPHE regulations

Perform activities of Representative Payee for Members for whom TTR is the Rep Payee

Ensure Members bills are paid, including Room and Board, PETI, if applicable

Ensure Members receive their monthly PNF

Submit required annual paperwork in accordance with Social Security regulations

Perform additional duties as assigned

Follow and adhere to the On‑Call policy and procedure within the CO Division

Competencies/Qualifications/Education

Excellent verbal and written communication skills

Thorough knowledge of HCPF and CDPHE Regulations as they apply to To The Rescue’s PASA and Class B Home Care licenses; previous qualifications as an Administrator or Back‑Up Administrator for Home Care operations preferred

Previous experience navigating the survey process with a CDPHE auditor

Previous experience providing training to others

Experience in working with individuals with Intellectual and Developmental Disabilities

Ability to Multi‑task throughout the day, understanding priority activities

Ability to communicate with employees, independent contractors as well as consumers

Have patience, compassion, and empathy

High level of organization and attention to detail

Ability to work in a fast‑paced environment

Ability to work as a member of a team and facilitate desired results

Proficient with Google Workspace; ability to utilize various computer platforms

Work flexible schedule as needed to support the needs of the CO Division of TTR; standard work hours are in our Parker Office 8 am to 5 pm

Keep the Director updated on schedule changes as they occur

Comply with proper safety policies and procedures (including all laws)

Provide an exceptional level of consumer service to all TTR CO consumers as well as providing support to CO departments

Maintain a valid driver’s license and good driving record

Follow all To The Rescue policies and procedures

Exhibit professionalism in everything you do

Certificates/Licenses/Registration

The employee shall possess a valid driver’s license and must be eligible for the agency’s vehicle insurance and provide proof of private vehicle coverage.

Supervisory Responsibility

This role will not directly supervise employees.

Hours are varied depending on the needs of the organization. This may include, but is not limited to days, nights, weekends, and holidays.
